Happy Sunday, and welcome to the longest day of the year. It runs 25 hours. Clocks went back an hour overnight across Europe, so consider this your bonus-hour read.

Germany arrested a suspected Russian spy accused of mapping Europe's arms production, Vienna sent four Russian diplomats home, and a U.S. drone maker bid for Austria's Steyr Motors. Here's what mattered.

### THE LEAD

## [The spy war moves to the factory floor](https://www.adriadefense.com/germany-arrests-suspected-russian-spy-accused-of-targeting-defense-industry/)

On Thursday, German prosecutors arrested a Ukrainian national in Brandenburg on suspicion of working for Russian intelligence since at least July 2025\. Investigators say he gathered information on the **production of armored vehicles, ammunition and explosives**, as well as on troops securing NATO's eastern flank. Some of it came from open sources. The rest he allegedly sought through direct contacts with people working in Europe's defense industry.

The wider picture is starting to show. Internal assessments obtained by CORRECTIV show German authorities logged [163 suspected sabotage cases and 1,034 drone overflights](https://www.adriadefense.com/germany-records-163-suspected-sabotage-cases-and-over-1-000-drone-overflights/) above critical infrastructure, military sites and defense companies this year, through August 19\. Those are suspicions, not confirmed attacks. But prosecutors had also opened 25 espionage investigations over the same period.

A day later, Vienna moved. Austria [expelled four Russian diplomats](https://www.adriadefense.com/austria-expels-four-russian-diplomats-over-suspected-espionage/), including one from Russia's OSCE delegation for military security and arms control. According to profil, three of them were among 21 suspected intelligence operatives the defense ministry warned soldiers and reservists about in August. Moscow says it will respond.

> **WHY IT MATTERS:** Defense production across the region is scaling fast, and so is the number of plants, suppliers and employees worth targeting. Counterintelligence is no longer only the government's problem. It is now part of running a defense company.

### WHAT WE'RE WATCHING

Last week we asked how NATO would answer Bulgaria's call for help over the Black Sea. What arrived this week was political and industrial, not hardware. The European Parliament voted 432 to 52 [to urge the EU to consider a Black Sea naval operation](https://www.adriadefense.com/eu-parliament-calls-for-possible-black-sea-naval-operation-and-counter-drone-support/) and to steer unused SAFE money to Romania and Bulgaria. France [backed the joint maritime security hub](https://www.adriadefense.com/france-backs-bulgaria-romania-black-sea-security-hub/) planned for Varna and Constanța. And NATO's special operations command [tested counter-drone kit from 20 companies](https://www.adriadefense.com/nato-tests-counter-drone-systems-from-20-defense-companies-in-bulgaria/) near Plovdiv, where Bulgaria's special forces commander said some systems did not perform as their makers claimed. The fine print: the resolution binds no one, the hub has no budget or timetable, and no awards came out of the exercise. What we're watching is whether any of this becomes a tender before the next vessel is struck.

**That's the week.** Europe's defense industry is growing, and so is the attention it gets from people it would rather not meet. On the Black Sea, the politics moved. The hardware has yet to follow. We'll be back next Sunday.
