Those findings concern the earlier procedure; they do not determine the legality of the newly published one. **KM Trade d.o.o. That competition recorded five offers, three of them acceptable. Its evaluation weighted price at 80% and delivery at 20%, so its award price should not be compared with the lowest quoted amount as though price alone had decided that competition. KM Trade also won a much smaller **KM 48,758** epaulettes lot in February 2026\. That was one lot, not a fresh award for the entire uniform package. These contract values are not like-for-like price benchmarks for the new KM 8.369 million estimate. Quantities and specifications for the current purchase are in its documentation, while the earlier awards covered their own defined scopes. ## Canceled attempts add context The Border Police has encountered procurement setbacks between those awards and this notice. A separate uniform procedure estimated at **KM 3,101,152** was canceled at the end of 2024 after six offers were deemed unacceptable. These records explain why bidders will examine the new documentation closely. They do not establish that the present procurement will meet the same outcome. ## Who has a credible route to compete? **KM Trade** and **Tekstilna industrija** have the clearest verified history of winning Border Police uniform work. That is evidence of past supply, not evidence that either has applied, satisfies the new qualification conditions or is favored in this round. For any prospective supplier, the decisive questions are whether it can document the required capacity for the whole package, provide the specified items and evidence, secure the guarantees and compete on price after qualification. A group application or lawful subcontracting arrangement could broaden the field, subject to the tender terms.
