# Bosnia’s Pobjeda-Rudet Expands Strategic Materials Production

Bosnia and Herzegovina’s Pobjeda-Rudet is preparing to expand production capacity in Goražde and introduce a new product intended to strengthen the domestic defense industry’s supply of a scarce strategic material. The project is being advanced alongside UNIS Ginex, Pretis and Binas, linking four Bosnian manufacturers in an effort to reduce dependence on foreign suppliers for a critical production input.

The investment was discussed on September 7 during a meeting between Bosnian-Podrinje Canton Goražde Prime Minister Senad Čeljo, Deputy Speaker of the House of Peoples of the Parliament of the Federation of Bosnia and Herzegovina Nezim Alagić, UNIS Ginex General Director Dženana Turković and Pobjeda-Rudet Director Muhamed Hubanić.

The meeting focused on new investment, additional production capacity and the infrastructure and administrative requirements needed to move planned industrial projects forward.

## Pobjeda-Rudet takes a new role in Bosnia’s defense supply chain

Pobjeda-Rudet’s project goes beyond an expansion of its existing Goražde operations. The company is preparing to manufacture a new strategic material that is currently difficult to obtain on the international market and is required by other companies in Bosnia and Herzegovina’s defense sector.

Pobjeda-Rudet, UNIS Ginex, Pretis and Binas formalized their cooperation during the Balkan Shield defense exhibition held in Sarajevo from September 1 to 4\. The companies are establishing a domestic supply arrangement for the material, with Pobjeda-Rudet taking responsibility for its production.

The exact material has not been publicly identified. Bosnian public broadcaster Federalna reported that it is an explosive-type material used in defense production and that regulatory restrictions limit the amount of technical information that can be disclosed.

The arrangement gives the Goražde project significance beyond Pobjeda-Rudet itself. Domestic production could provide Ginex, Pretis and Binas with an alternative to foreign sourcing for an input whose availability affects production continuity.

The Federal Ministry of Energy, Mining and Industry had already brought representatives of all four companies together on August 31 to establish the next steps for cooperation on domestic production and supply of strategic raw materials.

## Alagić, Turković and Hubanić link institutional support with production

The September 7 meeting brought together officials at the cantonal and federal levels with two senior executives from Goražde’s defense-industrial base.

Deputy Speaker Nezim Alagić participated at the federal parliamentary level alongside Canton Prime Minister Čeljo, while UNIS Ginex General Director Dženana Turković and Pobjeda-Rudet Director Muhamed Hubanić represented companies directly involved in the emerging industrial arrangement.

Their participation is relevant because the next stage depends on more than an agreement between manufacturers. New production facilities require planning approvals, infrastructure and coordination between companies and public institutions.

Bosnian-Podrinje Canton authorities have already amended the decision governing implementation of the canton’s spatial plan to create planning conditions for construction of new production facilities.

For Hubanić and Pobjeda-Rudet, the project would add a new product to the company’s portfolio while expanding its role inside Bosnia’s defense-industrial supply chain. Pobjeda-Rudet currently produces products including electric and non-electric detonators, detonator caps, connectors and initiating systems.

For Turković and UNIS Ginex, greater domestic availability of strategic inputs fits with the company’s own investment program in Goražde. Ginex has been working on additional production infrastructure as it seeks greater control over materials required for its primer and initiating-device business.

## Goražde consolidates its role in Bosnia’s defense industry

The new project adds another layer to Goražde’s unusually concentrated defense-industrial base. UNIS Ginex is a major producer of primers and initiating devices, while Pobjeda-Rudet specializes in initiation products used primarily for mining and related applications.

Ginex exports most of its production and has been investing in additional capacity and greater control over critical inputs. Pobjeda-Rudet’s planned production could create another domestic link between Goražde and ammunition manufacturers elsewhere in the Federation of Bosnia and Herzegovina.

The timing also reflects a broader shift in European defense manufacturing. Ammunition producers have faced pressure to secure explosives, energetic materials, propellants and other inputs as production rates increase, making security of supply a central part of industrial expansion.

Bosnia and Herzegovina has an established ammunition and explosives production base, but individual manufacturers remain dependent on imported inputs in parts of their production chains. Developing those materials domestically can reduce exposure to external suppliers, although the companies have not yet disclosed the planned capacity, investment value or production start date for the Pobjeda-Rudet project.

The next stage will therefore depend on converting the agreement among Pobjeda-Rudet, Ginex, Pretis and Binas into new industrial capacity in Goražde. Canton authorities have indicated that they will continue working on the administrative and infrastructure conditions required for the investment.
