Cyber intrusions targeting the legal sector nearly doubled between 2023 and 2026, according to a new report released by U.S. cybersecurity company **CrowdStrike** on October 28\. The findings reveal growing efforts by organized criminal networks and China-linked espionage groups to obtain confidential corporate transactions, intellectual property, privileged communications and other sensitive business intelligence held by law firms.

The company's 2026 Legal Threat Landscape Report examines malicious activity recorded between September 1, 2025, and August 31, 2026\. Financially motivated threat actors accounted for 82% of observed activity, while the number of legal entities publicly named on criminal data leak sites increased 39% to 455.

The report also identifies a growing convergence between cybercrime and physical infiltration, with attackers increasingly using impersonation, compromised identities and recruited insiders to access confidential information.

## Criminal Group Recruited Individual to Infiltrate Law Firm

One of the most significant findings concerns CHATTY SPIDER, a financially motivated threat group that has focused heavily on U.S. law firms.

CrowdStrike reported that the group's activity against legal entities increased 129% during the first eight months of 2026 compared with the entirety of 2024\. Law firms accounted for almost 90% of its identified victims during the reporting period.

In November 2025, the group recruited a Russian national to enter a U.S. law firm while impersonating an internal IT employee. The individual gained access to an office workstation and enabled the installation of remote management tools, creating an opportunity for the attackers to access internal systems and attempt to extract sensitive information.

The individual was detained during a second attempted visit, but CrowdStrike said similar physical intrusion methods continued to appear in criminal operations during 2026.

In another incident, attackers attempted to extract confidential information just four minutes after obtaining initial access.

The cases demonstrate how sophisticated threat groups are combining traditional social engineering with physical access operations, reducing the distinction between cybersecurity incidents and conventional corporate security threats.

## China-Linked Espionage Targets Legal Software and Corporate Information

Beyond financially motivated cybercrime, CrowdStrike identified an expanding intelligence threat involving China-linked cyber operators.

The number of distinct China-linked adversaries observed targeting the legal sector was nearly twice the 2023 level, with operations increasingly focused on obtaining long-term access to systems containing commercially and strategically valuable information.

Four threat groups featured prominently in the findings: WARP PANDA, TITAN PANDA, MURKY PANDA and OVERCAST PANDA.

In April 2026, TITAN PANDA exploited a vulnerability involving a hardcoded encryption key in Intapp Time Server, a timekeeping and billing application used by law firms. CrowdStrike described the incident as its first observed exploitation of software specifically associated with the legal sector.

WARP PANDA exploited vulnerabilities in VMware infrastructure, including an ESXi command-logging bypass vulnerability tracked as CVE-2026-41709.

MURKY PANDA conducted large-scale password-spraying operations, while OVERCAST PANDA targeted senior employees of a United Kingdom-based law firm during September and October 2025.

Such operations can provide intelligence services with access to confidential negotiations, corporate ownership information, legal disputes and strategic business decisions before those details become public.

## M&A Transactions Create Valuable Intelligence Targets

Law firms occupy a strategically important position in corporate information networks because they frequently hold information belonging to numerous companies simultaneously.

A single legal practice may have access to confidential acquisition negotiations, planned investments, shareholder disputes, litigation strategies, regulatory investigations and sensitive intellectual property.

For intelligence operators, compromising a law firm can therefore provide information about several organizations without directly penetrating each company's internal systems.

The exposure is particularly relevant to defense manufacturers, dual-use technology companies and businesses involved in sensitive international transactions.

Commercially valuable intelligence obtained through unauthorized access could potentially reveal acquisition plans, technological capabilities, financial vulnerabilities or negotiations involving strategically important assets.

The findings also underline the growing overlap between cybersecurity, corporate investigations and private intelligence.

As [AdriaDefense previously examined in its reporting on corporate intelligence and counterparty risk](https://www.adriadefense.com/the-counterparty-problem-why-corporate-intelligence-is-becoming-a-security-issue-in-europe/), businesses increasingly need to understand risks extending beyond conventional financial checks and formal ownership records.

## European Companies Face Similar Categories of Exposure

Although many of the specific criminal intrusions documented by CrowdStrike involved U.S. law firms, the underlying risks are relevant to European legal practices, financial institutions and defense-related businesses.

Cross-border transactions routinely involve several legal advisers, external consultants, investors and technology providers. Each additional organization handling confidential documents can expand the potential exposure of commercially sensitive information.

For companies operating in Central and Eastern Europe, the issue is particularly relevant when transactions involve strategic industries, foreign investment reviews, military technology, sanctions compliance or sensitive supply chains.

However, the CrowdStrike report does not establish that legal-sector cyber intrusions have doubled specifically in Central and Eastern Europe.

The findings instead provide a broader assessment of how intelligence collection and criminal activity are evolving against organizations entrusted with confidential corporate information.

## Intelligence-Driven Security Becomes More Important

CrowdStrike recommends stronger identity verification, tighter control of remote access tools, improved monitoring of unusual account activity and greater visibility across cloud systems and connected applications.

For businesses and law firms, the report also raises questions about the security of external advisers and the procedures used to verify individuals requesting access to sensitive systems.

The combination of digital intrusion, impersonation and physical infiltration suggests that defending confidential corporate information increasingly requires coordination between cybersecurity teams, physical security personnel and intelligence specialists.

With criminal groups seeking financial gain and state-linked operators pursuing longer-term information collection, legal firms are becoming a critical point of exposure within the wider corporate intelligence environment.
