Germany and Iran summoned each other's ambassadors on October 19, 2026, following a Hamburg court ruling that linked planned attacks against prominent Jewish and pro-Israel figures in Germany to Iranian intelligence operations.

The German Foreign Ministry summoned Iran's ambassador in Berlin after the Hanseatic Higher Regional Court sentenced two men for their involvement in preparations for attacks targeting Josef Schuster, president of the Central Council of Jews in Germany, and Volker Beck, president of the German-Israeli Society.

Germany condemned the activities attributed to Tehran and warned that it would not tolerate threats against Jewish communities or those defending them.

Later the same day, Iran summoned German Ambassador Axel Dittmann to its Foreign Ministry in Tehran, rejecting Berlin's accusations as politically motivated and unfounded.

### German Court Identifies Iranian Intelligence Operation

On October 15, the Hamburg court sentenced 54-year-old Danish national Ali S. to eight years and six months in prison for intelligence-related offenses, sabotage-related agent activity and attempted involvement in murder and aggravated arson.

His 43-year-old Afghan accomplice, Tawab M., received a sentence of four years and six months for attempting to participate in a murder.

According to the court's findings, Ali S. had been recruited by Iranian intelligence and tasked with identifying Jewish and Israeli targets in Germany, collecting information on potential victims and preparing attacks.

The operation involved surveillance of Schuster and Beck, as well as reconnaissance of a kosher food business in Berlin.

German federal prosecutors said the principal defendant had received instructions directly from officers associated with the Quds Force, the overseas operations arm of Iran's Islamic Revolutionary Guard Corps (IRGC).

The court also established that the defendant had sought assistance from his accomplice in preparing an attack against Beck. The accomplice agreed to procure a firearm for an unidentified third party and encourage that person to carry out the killing.

The judgment is not yet final and remains subject to appeal. The planned attacks were not carried out.

### Israeli and German Intelligence Involvement

According to German public broadcaster NDR, Beck said an initial warning about the assassination plans had come from Israel's Mossad intelligence service.

During the proceedings, the presiding judge also acknowledged that Germany's domestic intelligence service, the Federal Office for the Protection of the Constitution (BfV), had contributed substantial information to the investigation.

The two defendants were arrested in Denmark in 2025 following intelligence warnings and subsequently extradited to Germany for prosecution.

### Diplomatic Confrontation Between Berlin and Tehran

Germany's diplomatic response followed warnings by Foreign Minister Johann Wadephul about Iranian hybrid threats against European countries.

Berlin has characterized the case as evidence of Iranian-directed operations targeting individuals on German territory.

Iran rejects the allegations. According to Iranian state media, Foreign Ministry officials protested what they described as repeated, unfounded security accusations by German authorities.

The diplomatic exchanges on October 19 followed a criminal judgment establishing an Iranian intelligence connection, rather than a new intelligence warning or a newly disrupted attack.
