**BERLIN, October 20, 2026.** German security authorities recorded 163 suspected sabotage incidents and 1,034 drone overflights above critical infrastructure, military facilities and defense industry sites in 2026, according to internal intelligence assessments obtained by German investigative outlet CORRECTIV.

The figures, published by [CORRECTIV](https://correctiv.org/aktuelles/hybride-kriegsfuehrung/2026/10/20/spionage-sabotage-repression-neues-abwehrzentrum-verzeichnet-hunderte-angriffe-auf-deutschland-gazh-hybrid-russland-china-iran-verfassungsschutz-bfv-bnd-mad/?ref=adriadefense.com) on October 20, cover incidents recorded through August 19, 2026\. They provide new insight into the scale of suspected hybrid threats facing Germany's military installations, defense manufacturers and essential infrastructure.

The assessments were compiled by Germany's Federal Criminal Police Office (BKA) for the Joint Center for Countering Hybrid Threats, known as GAZ Hybrid, which was established in June 2026.

## Military Facilities and Defense Industry Among Affected Sites

According to the internal documents, suspected sabotage cases involved railway infrastructure, Bundeswehr facilities, electrical substations, energy installations, communications towers and government buildings.

Lower Saxony was particularly affected during the summer months. The northern German state hosts important naval installations and other military infrastructure, including facilities in Wilhelmshaven.

The BKA also documented 1,034 drone overflights involving critical infrastructure, military installations and defense industry companies. Lower Saxony again accounted for a disproportionately high number of reported incidents between May and August.

The figures reflect recorded incidents and suspicions, not confirmed acts of foreign sabotage. The available assessments do not establish that every drone sighting was connected to hostile intelligence activity.

## German Authorities Open 25 Espionage Investigations

The documents also reveal that German prosecutors had initiated 25 investigations into suspected espionage by August 19, including 13 cases involving cyberespionage.

The BKA conducted preliminary inquiries in another 39 cases.

Separately, Germany's Customs Criminal Investigation Office documented 12 cases involving suspected illicit procurement of sensitive technology and expertise associated with weapons proliferation. Russia was identified as the intended recipient country in seven cases, Iran in three, and Belarus and Iraq in one case each.

The assessments also recorded 20 incidents of suspected transnational repression between June 17 and August 19\. This category concerns activities such as surveillance, intimidation or harassment targeting individuals in Germany on behalf of foreign governments.

## Germany Strengthens Its Hybrid Threat Response

Germany formally established GAZ Hybrid on June 16, bringing together federal and state security institutions to improve coordination against espionage, sabotage, disinformation and other hybrid threats.

Participating organizations include the Federal Office for the Protection of the Constitution (BfV), the Federal Intelligence Service (BND), the Military Counterintelligence Service (MAD), the Federal Criminal Police Office and regional security authorities.

The center was inaugurated by Interior Minister Alexander Dobrindt and domestic intelligence chief Sinan Selen.

Its establishment has also raised questions about overlapping responsibilities with existing German security coordination bodies. Federal Prosecutor General Jens Rommel previously expressed concerns about potential inefficiencies arising from multiple centers with related mandates.

The newly disclosed figures illustrate the range of security incidents being monitored by German authorities, particularly around military facilities and critical infrastructure. They also highlight the importance of distinguishing suspected foreign interference from incidents for which investigators have established responsibility.
