# Germany’s €1.3B Ukraine Package Funds Drone Interceptors

Germany announced a Ukraine support package worth more than €1.3 billion on October 4, 2026, including funding to produce new interceptor drones against jet-powered Shahed attack drones. Chancellor Friedrich Merz unveiled the measures in Kyiv during talks with President Volodymyr Zelenskyy, linking military assistance with energy support ahead of winter.

The Office of the President of Ukraine explicitly confirmed the interceptor funding. The announcement makes countering Russia’s faster attack drones a defined production priority within the wider German assistance package.

## Around €1 billion for military assistance

According to the German Federal Government’s press conference transcript, Berlin is providing around €1 billion in military assistance. Merz said Germany would fund joint production of interceptors against jet-powered drones, with technical progress in recent weeks helping accelerate manufacturing.

He also announced standoff weapons, combat drones and satellite technology. When asked about quantities and delivery dates, Merz declined to disclose the military package in detail, identifying air defense and communications, particularly space-based communications, as the principal priorities.

Germany separately pledged around €350 million for energy assistance, including generators, substations and repairs. These measures aim to reduce the impact of Russian attacks on Ukraine’s electricity and heating infrastructure during the coming winter. 

## Interceptor production targets jet-powered Shaheds

Ukraine has been testing new responses to jet-powered Shahed drones. On September 25, the Ukrainian presidency reported that a meeting of the Staff of the Supreme Commander-in-Chief reviewed interceptor testing results and operational experience, with Zelenskyy calling for faster production.

That earlier statement also announced decisions to establish production of different types of jet engines in Ukraine. It did not identify the interceptor models covered by Germany’s October 4 package or establish a delivery schedule for them.

An existing industrial partnership provides further context. On April 14, German manufacturer Quantum Systems announced Quantum WIY Industries, a joint venture with Ukrainian manufacturer WIY Drones focused on interceptor drones and related air defense technologies. 

Separately, [Ukrainska Pravda](https://www.pravda.com.ua/eng/news/2026/10/04/8056450/?ref=adriadefense.com) reported on October 4, citing Quantum Systems’ press service, that Germany would finance tens of thousands of interceptors developed by the Quantum WIY Industries team and manufactured in Ukraine. The report did not provide an exact quantity or a model-by-model breakdown.

## Counter-drone cooperation extends to Germany

Merz traveled with Federal Minister for Economic Affairs and Energy Katherina Reiche and a business delegation. The German government said both countries stood to benefit from technologies developed through their industrial cooperation.

Ukraine’s presidency also confirmed the signing of a joint declaration of intent on cooperation in countering unmanned systems. That declaration establishes a cooperation framework; it does not itself demonstrate delivery of equipment.

For European defense buyers, the industrial relevance lies in connecting Ukrainian operational experience with German financing and manufacturing partnerships. The next indicators will be confirmed production volumes, delivery schedules and evidence of performance against the intended threats.

## Germany’s Ukraine package: key questions

### Is the entire package for drone interceptors?

No. It combines military assistance and energy support. Interceptor production is one element of the military component.

### Does the announcement confirm delivery of the new interceptors?

No. It confirms financing for production. The government statements do not establish that the funded systems have already been delivered.
