Israeli police have arrested two German nationals after they were allegedly observed photographing the entrance to Damon Prison in northern Israel, with investigators reportedly discovering additional images of security facilities and activities on their mobile phones.

The arrests took place on Saturday evening, October 24, near the prison on Mount Carmel, according to an Israeli police statement reported by local media on Sunday.

Prison officers noticed two individuals standing outside the facility and photographing its entrance. Additional personnel were dispatched to examine the situation, after which officers from the Nesher police station arrested the suspects and transferred them for questioning.

According to Israeli newspaper *Israel Hayom*, an initial examination of the suspects' mobile phones revealed photographs of other security installations and security-related activities. Authorities have not disclosed which facilities appeared in the images, when the photographs were taken or why the two individuals possessed them.

## Shin Bet Reportedly Involved in Investigation

Israeli media reported that the Israel Security Agency, commonly known as Shin Bet, was involved in examining the incident alongside police investigators.

*Israel Hayom* and other Israeli outlets reported that the suspects were being questioned by both agencies. However, the publicly reported police statement did not independently confirm Shin Bet's involvement or provide details of any counterintelligence assessment.

Police said the two suspects had been questioned at the Nesher station and remained in custody. Investigators intended to seek a court extension of their detention on October 25, depending on the requirements of the investigation.

No subsequent judicial decision was confirmed in the reports available on Sunday.

## Authorities Have Not Established Espionage Link

Damon Prison, located on Mount Carmel near Haifa, is operated by the Israel Prison Service and houses security detainees and prisoners, among others.

The discovery of photographs reportedly depicting additional security installations has raised questions about the purpose of the suspects' activities. However, Israeli authorities have not publicly established that the two individuals were working for a foreign intelligence service or conducting an organized surveillance operation.

Their identities, reasons for visiting the facility and any potential connection to other security investigations have not been disclosed. No formal espionage charges were confirmed in the initial reports.

Photographing sensitive infrastructure can form part of intelligence-gathering operations, but the activity alone does not establish espionage. As examined in [AdriaDefense's analysis of the changing espionage landscape in Europe](https://www.adriadefense.com/the-new-espionage-landscape-in-europe-from-insider-leaks-to-civilian-spies/), photographic reconnaissance has appeared in documented intelligence cases involving civilian operatives.

There is currently no verified evidence connecting the German nationals detained in Israel to those cases or to any foreign intelligence organization.

The Israeli police investigation remains ongoing, with authorities examining the photographs and the circumstances surrounding the suspects' presence outside the detention facility.
