That date comes ahead of the formal December deadline for completing the wider review. A key stage is scheduled by September 18, when the senior US military commander in Europe is expected to participate in a decision briefing with Under Secretary of Defense for Policy Elbridge Colby. The meeting is intended to help determine which options the Pentagon develops for Hegseth. Colby is also scheduled to discuss the review with NATO ambassadors in Brussels on August 27\. The Pentagon has also distributed a questionnaire covering defense spending, procurement, strategy, access to infrastructure and support for US foreign policy priorities. Access, basing and overflight rights have become particularly important following disagreements between Washington and some European allies during the US-Israeli war against Iran. The administration has criticized allies that restricted or delayed American use of bases and airspace. Hegseth formally announced the six-month review at NATO headquarters on June 18\. At the time, he linked the process to an American objective of moving NATO toward a structure in which European members take primary responsibility for conventional defense while US forces remain positioned for wider global requirements. The Washington Post reported in June that Washington planned to reduce the number of fighter aircraft, reconnaissance drones and warships designated for activation in support of Europe during a conflict or crisis. ## Europe is moving toward a more European-led NATO The force posture debate comes as European governments increase defense expenditure, expand procurement and invest in military mobility and industrial capacity. These efforts could become increasingly important if the United States shifts from providing large conventional formations toward a more limited supporting role. A Center for Strategic and International Studies analysis published August 25 described the emerging concept as a model in which European allies provide a larger share of conventional capabilities while the United States retains its role as NATO's principal nuclear guarantor and strategic backstop.
