The proposal would expand an American military footprint that already makes Poland one of the central locations for US forces on NATO's eastern flank. ## Poland prepares infrastructure for a permanent US base Warsaw has moved beyond the initial political proposal and started detailed consultations with the United States over the conditions for an expanded American presence. On September 10, representatives of the Polish Ministry of National Defense, General Staff and military commands met a US delegation led by William Cappelletti, the Pentagon official assigned to lead negotiations on strengthening the US military presence in Poland. US European Command and US Embassy representatives also participated. The two sides agreed on a general timeline and structure for further consultations, including working groups and meetings in Poland and the United States. The negotiations build on the Polish-American Enhanced Defense Cooperation Agreement signed in 2020\. US representatives also visited Powidz and Poznań to assess existing conditions for American forces, host-nation support and Polish infrastructure investments. Poland's Council of Ministers formally authorized work toward establishing a permanent US base on June 16\. The process includes negotiations with Washington as well as proposals covering the location, infrastructure requirements, costs and financing. ## New US base could cost Poland more than PLN 15 billion Creating the base would require a substantial Polish infrastructure program. Wziątek indicated that Poland's contribution would exceed **PLN 15 billion**, equivalent to roughly €3.4 billion, although the final amount would depend on the level of US participation. The infrastructure would have to support a brigade-sized formation and its associated requirements. The Polish government has not yet announced the final location. Poznań is among the locations under consideration, according to local reporting, while Lower Silesia and West Pomerania have also been identified as potential areas. US officials have already inspected existing facilities in Poznań and Powidz as part of the consultations. President Donald Trump said on September 17 that the United States and Poland had made progress toward establishing the base and indicated that a location could be announced if the project moves ahead. The Polish target would ultimately combine roughly 10,000 rotational personnel with the troops assigned to the planned permanent base, bringing the overall American presence to approximately 15,000. The United States has simultaneously signaled continued engagement elsewhere on NATO's eastern flank. A new rotation of US troops is deploying to Lithuania, where an American armored battalion-sized force has maintained a rotational presence since 2019\. ## Poland expands its role as a US military hub in Central Europe A new permanent base would add to an extensive US and NATO infrastructure network already operating in Poland. The US Army established its first permanent garrison in Poland at Camp Kościuszko in Poznań in 2023\. Poland also hosts major facilities at Powidz, while the Aegis Ashore missile defense site at Redzikowo became operational under NATO command in 2024. The proposed base would differ from those facilities by providing permanent infrastructure for a much larger US formation. The plan also accompanies Poland's continued procurement of American weapons.
