# Romania’s OVES to Integrate Nemesis AI Into STARK VANTA USV

Romanian technology company OVES Enterprise will integrate its Nemesis AI technology into VANTA unmanned surface vessels developed by German defense company STARK under a new cooperation agreement. The first phase will combine the Romanian software with STARK's existing artificial intelligence capabilities, while the companies are also exploring opportunities to introduce VANTA into Romanian defense programs. 

The partnership, announced on September 1, was formalized through a recently signed memorandum of understanding covering the development and integration of software and equipment for autonomous defense systems. The agreement does not constitute a Romanian procurement contract, but establishes a framework that could extend beyond maritime platforms. 

## Nemesis AI will expand VANTA operations in GNSS-denied environments

The initial integration centers on STARK's VANTA unmanned surface vessel, or USV. According to information released with the announcement, Nemesis AI is intended to expand VANTA's autonomous obstacle avoidance, navigation in environments without a Global Navigation Satellite System signal, onboard sensor-data interpretation and distance estimation for detected objects. 

Those functions address a central requirement for increasingly autonomous military systems: continuing to navigate and process sensor information when satellite navigation becomes unavailable or unreliable.

The maritime integration also expands the scope of OVES Enterprise's Nemesis AI beyond its existing autonomous-system applications. Romanian reports on the agreement indicate that the companies could later broaden cooperation to STARK's aerial drones and counter-unmanned aircraft systems. 

For OVES Enterprise, the arrangement provides access to a German defense technology portfolio spanning several unmanned domains. For STARK, it adds a Romanian technology partner as the company examines opportunities in Romania and elsewhere in Europe.

## STARK expands VANTA as part of its autonomous systems portfolio

Berlin-based STARK was founded in 2024 and develops unmanned military systems and artificial intelligence technology for air, land and maritime operations. Its portfolio includes the VIRTUS loitering munition, VANTA maritime platform and MINERVA artificial intelligence-based command-and-control software. 

VANTA has also entered the German military ecosystem. Reports accompanying the OVES announcement identify the platform as the first USV introduced within the German Armed Forces Cyber and Information Domain Service, while Romanian technology publication StartupCafe described the system as entering Bundeswehr testing. 

STARK raised €500 million in June 2026 to support research and development and expand European production capacity, according to information cited in Romanian coverage of the partnership. Its investors include Sequoia Capital, Founders Fund and the NATO Innovation Fund. 

The agreement therefore links OVES with a European defense technology company that is scaling both its autonomous systems portfolio and manufacturing footprint.

## Romania emerges as a potential market for VANTA

The more significant element for the Romanian defense market is that OVES Enterprise and STARK intend to examine opportunities to integrate VANTA into Romanian defense programs. No Romanian order, procurement procedure, quantity or delivery schedule was announced as part of the September 1 agreement. 

Romania's geography gives the maritime element additional relevance. The country operates on NATO's Black Sea frontier, where surveillance, infrastructure protection and maritime situational awareness have gained importance since Russia's full-scale invasion of Ukraine.

The Black Sea has also demonstrated the operational significance of unmanned maritime platforms. Ukraine has used unmanned surface vessels extensively during the war, accelerating European military interest in relatively low-cost autonomous systems for surveillance and other naval missions.

For Romania, an eventual VANTA program could therefore connect domestic artificial intelligence development with a wider European unmanned-platform supply chain. The current agreement, however, remains at the technology integration and market-development stage rather than the procurement stage.

## OVES-STARK partnership could expand beyond maritime systems

VANTA is the first STARK platform covered by the cooperation, but both sides have left room for a broader relationship. Available details indicate that future work could encompass other autonomous platforms and potentially joint products. 

That trajectory would fit a broader European shift toward combining software, artificial intelligence, sensors and expendable or unmanned platforms rather than treating individual vehicles as isolated systems.

For Romania, the partnership is also notable because a domestic technology supplier is contributing a software layer rather than only manufacturing components for a foreign prime contractor.

The immediate test will be the Nemesis AI integration aboard VANTA. Beyond that, the key development to watch is whether the OVES-STARK cooperation moves from a memorandum and technical integration into a funded Romanian or European defense program.
