**BUDVA, Montenegro, October 20, 2026.** Military intelligence chiefs from across Southeast Europe have gathered in Montenegro for the 18th Conference of South East European Military Intelligence Chiefs (SEEMIC), with energy security, critical infrastructure vulnerabilities and emerging security threats at the center of this year's discussions.

The conference, organized by the [Regional Cooperation Council (RCC)](https://www.rcc.int/?ref=adriadefense.com) and Montenegro's Ministry of Defence, opened in Budva on October 20\. Montenegro holds the 2026 SEEMIC Chairmanship-in-Office, while the RCC serves as the forum's permanent co-chair.

Montenegrin Defense Minister Dragan Krapović and RCC Secretary General Amer Kapetanović opened the meeting, emphasizing the importance of continued cooperation and trust among the region's military intelligence institutions.

## Energy Security and Hybrid Threats on the Agenda

This year's conference focuses on energy dependence, diversification of energy resources and the security implications of disruptions to critical infrastructure.

According to the RCC's conference agenda, participants are also expected to address hybrid and cyber threats, military readiness and opportunities for stronger regional cooperation.

The discussions come as European defense and security institutions increasingly examine the protection of energy infrastructure and the potential consequences of supply disruptions for military operations and civilian resilience.

Krapović emphasized that energy security extends beyond the energy sector, warning that potential crises could have wider social and economic consequences.

Kapetanović similarly highlighted the impact of energy dependence and supply disruptions on public institutions, businesses and households, stressing that sustained professional dialogue is essential to developing trust between intelligence organizations.

## Regional Military Intelligence Cooperation

Established in 2009 following an initial meeting in Bucharest, SEEMIC provides a dedicated platform for senior military intelligence officials from Southeast Europe to exchange assessments, experiences and approaches to shared security challenges.

The forum operates under the RCC's regional security cooperation framework and supports cooperation among participating military intelligence institutions, alongside broader European and Euro-Atlantic integration objectives.

The previous SEEMIC conference took place in Sarajevo in September 2025, focusing on the impact of organized crime on regional security.

The 2026 gathering in Montenegro places particular attention on infrastructure security and energy-related risks, reflecting their importance to the region's broader security environment.
