# Sovereign Defense Production: What It Really Means in Europe

Across Europe, defense contracts increasingly arrive with a second requirement attached to the weapon itself: build more of it here. Poland wants South Korean tanks produced in Gliwice, Hungary manufactures Rheinmetall infantry fighting vehicles in Zalaegerszeg, Romania is building a production base for Korean artillery, and Latvia now runs a full-cycle armored vehicle line in Valmiera.

Yet sovereign defense production is not the same thing as domestic assembly. A country gains meaningful industrial sovereignty when it can manufacture, maintain, modify and sustain critical military equipment with limited exposure to foreign political restrictions, unavailable components or inaccessible intellectual property. European Union policy is increasingly moving toward the same definition. 

That distinction matters as European governments commit hundreds of billions of euros to rearmament. A factory can create jobs and shorten delivery routes while leaving the customer dependent on a foreign company for software, engines, sensors, spare parts, engineering changes or export authorization.

The central question is therefore no longer simply where a weapon is assembled. It is who retains control when supply chains break, requirements change or the original supplier is no longer able or willing to provide support.

## A factory is only the first layer of defense sovereignty

Defense localization exists on a spectrum.

At the shallow end, a foreign manufacturer delivers largely completed systems and uses a domestic facility for final assembly. The customer acquires production experience and some maintenance capacity, but critical subsystems and engineering authority remain abroad.

A deeper arrangement transfers manufacturing processes, tooling, technical documentation and responsibility for a growing share of components. Domestic companies begin welding hulls, integrating electronics, producing structures and supporting the fleet throughout its service life.

The most consequential threshold comes later: the ability to alter the product.

Design authority determines who can approve engineering changes, replace a restricted component, integrate a new sensor, adapt software or develop a future variant. That distinction has become important enough that the European Union is embedding it directly into defense-industrial policy.

Under the European Union's Security Action for Europe, or SAFE, instrument, no more than 35% of component costs in supported procurements may originate outside the European Union, European Economic Area-European Free Trade Association states and Ukraine. For more strategically sensitive Category 2 equipment, contractors must also be able to define, adapt and evolve the product without restrictions imposed by third countries or third-country entities. 

The European Defence Industry Programme applies a similar logic. At least 65% of component costs in eligible products must originate within the European or associated industrial base, while design authority generally needs to remain in the European Union. The program also introduces an EU security-of-supply mechanism intended to protect access to critical defense products and components during crises. 

In effect, Brussels is beginning to distinguish between equipment that is merely manufactured in Europe and equipment over which Europe retains meaningful industrial control.

## Poland is trying to turn K2 procurement into tank production

Poland's K2 Black Panther program illustrates how a country can move through those layers over time.

Warsaw initially prioritized speed. The first 180 K2GF tanks were manufactured in South Korea and delivered under an August 2022 contract. Poland completed that first delivery program in November 2025\. 

The second executive contract, signed in August 2025, changes the industrial model. It covers another 180 tanks, including 116 K2GF vehicles and 64 locally adapted K2PLs.

Of those 64 K2PL tanks, the first three will be produced in South Korea for testing. The remaining 61 are scheduled for production at Zakłady Mechaniczne Bumar-Łabędy in Gliwice, with Hyundai Rotem providing tooling and production equipment for the Polish line. 

Polish companies are also entering the subsystem and lifecycle chain. Agreements signed in April 2026 cover K2PL production, servicing and Polonization, with companies including PCO and Wojskowe Zakłady Elektroniczne participating alongside Bumar-Łabędy and Hyundai Rotem. 

That does not make the K2 a Polish-origin tank. Hyundai Rotem remains the platform's original manufacturer and core technology provider.

It does, however, move Poland beyond the position of a conventional importer. Domestic assembly, servicing, Polish subsystems and the ability to support future K2PL fleets create capabilities that would remain in the country after the initial procurement cycle ends.

The test will come with future K2PL batches. The greater the Polish share of manufacturing, engineering, sustainment and subsystem integration becomes, the closer the program moves from licensed production toward genuine sovereign capability.

## Hungary owns factories, but Rheinmetall still brings the platform

Hungary followed a different model with the Lynx KF41 infantry fighting vehicle.

The Hungarian Ministry of Defense awarded Rheinmetall a contract worth more than **€2 billion** in 2020\. The program covers 209 Lynx vehicles, with an initial batch produced in Germany and the subsequent vehicles manufactured in Hungary. 

Rheinmetall opened its Zalaegerszeg armored vehicle facility in August 2023 on a site covering approximately 33 hectares. The complex includes production infrastructure as well as testing and development capabilities. The first Hungarian-manufactured Lynx followed later that year. 

This is substantially deeper than screwdriver assembly. Hungary has acquired a modern armored vehicle manufacturing base, skilled personnel, test infrastructure and an industrial platform capable of supporting additional programs.

The industrial relationship also extends beyond Lynx. Hungary has invested in domestic ammunition production at Várpalota and has participated financially in development work related to Rheinmetall's KF51 Panther main battle tank. 

But the distinction between national manufacturing capability and national ownership of the underlying technology remains.

Lynx is a Rheinmetall product. Local production gives Hungary substantial industrial capacity and greater security of supply, but it does not automatically transfer unrestricted authority over every element of the platform's intellectual property or future evolution.

That makes Hungary a useful example of why sovereign defense production should be measured in layers rather than treated as a yes-or-no condition.

## Romania is using K9 production to build a new industrial base

Romania is attempting to move quickly from procurement into a broader manufacturing ecosystem.

In July 2024, Bucharest signed a nearly **$1 billion** agreement with Hanwha Aerospace for **54 K9 self-propelled howitzers and 36 K10 ammunition resupply vehicles**. The agreement included local production, technology transfer and maintenance capabilities. 

In February 2026, Hanwha broke ground on the Hanwha Armoured Vehicle Centre of Excellence Europe in Petrești, Dâmbovița County.

The planned facility covers approximately **181,055 square meters** and includes assembly lines, validation and testing infrastructure, a **1,751-meter test track** and research and development laboratories. Hanwha says it is targeting localization of up to **80%** through Romanian industry participation and is already cooperating with more than 30 local partners. 

Those details matter more than the presence of an assembly hall.

Testing infrastructure builds qualification expertise. Research laboratories create a path toward engineering work. Local suppliers spread manufacturing knowledge beyond a single prime contractor. Lifecycle facilities reduce dependence on overseas maintenance.

Hanwha has also presented the Romanian site as a potential production base for additional land systems beyond K9 and K10\. If that expansion occurs, Romania could turn one procurement program into a reusable industrial ecosystem rather than a factory tied to one finite order.

The unresolved question is how much control Romanian industry will eventually gain over engineering changes, critical subsystems and future variants. An 80% localization target is significant, but percentage of local value and control over the product are not interchangeable measurements.

## Latvia shows why sustainment can matter as much as ownership

Smaller European countries face a different calculation.

Latvia cannot realistically reproduce every layer of a major armored vehicle supply chain domestically. Its Patria 6x6 program instead demonstrates how multinational production can increase national resilience without requiring a fully indigenous platform.

Patria opened the Valmiera production facility in May 2024, establishing what the company described as full-cycle production of the Patria 6x6 in Latvia. Riga ordered more than 200 vehicles, while the plant was designed for output of approximately 30 vehicles annually. 

The site's role has since expanded. Latvia has added locally produced command-and-control versions, prepared the facility for assembly and maintenance of ASCOD infantry fighting vehicles, and signed a March 2026 agreement for full-cycle maintenance of the Patria 6x6 fleet in Latvia. 

This model highlights an important point for smaller states: sovereignty does not necessarily require national ownership of every technology.

The more practical objective may be ensuring that vehicles can be manufactured, repaired, restored and adapted locally while the country participates in a broader allied supply network.

## Five tests reveal whether local production is genuinely sovereign

For governments evaluating localization packages, factory location provides only one data point.

A more useful test begins with **production depth**. Does the country weld structures, machine components and integrate systems, or merely connect imported modules?

The second is **lifecycle independence**. Can domestic facilities diagnose failures, overhaul equipment and manufacture or source spare parts throughout a platform's service life?

The third is **supply-chain control**. A locally assembled vehicle may remain vulnerable if its engine, explosives, chips, optical sensors or software-controlled components come from a supplier that cannot be replaced.

The fourth is **design authority and engineering access**. Can the local industrial base modify the platform, integrate national systems and replace unavailable components without seeking approval abroad?

The fifth is **industrial continuity**. When the domestic military order ends, can the factory win exports, manufacture another product or join the original manufacturer's global supply chain?

A production line that closes after 100 vehicles creates employment. A production system that continues designing, repairing, exporting and integrating equipment creates industrial power.

## Europe is moving from local content toward control

The European debate is already shifting in that direction.

Reuters reported in July that European governments are pressing foreign defense suppliers for greater local manufacturing, technology access and control as military budgets rise. The pressure is changing strategies even among large U.S. contractors, which increasingly need European partnerships and production footprints to compete for major programs. 

A June 2026 French government policy paper reached a similar conclusion from another direction. It found that licensed production can transfer manufacturing capability while leaving the underlying technological dependency intact. 

That is why sovereign defense production should not be confused with autarky.

No modern European military can produce every semiconductor, engine, explosive precursor, sensor, missile component and software stack nationally. Even the largest defense economies depend on multinational supply chains.

Sovereignty instead concerns the dependencies a country chooses to accept and the ones it considers too dangerous to leave outside its control.

A Finnish vehicle built in Latvia can strengthen Latvian sovereignty. A South Korean howitzer manufactured in Romania can strengthen Romanian sovereignty. A German infantry fighting vehicle built in Hungary can strengthen Hungarian sovereignty.

The critical question is what remains after the foreign partner leaves the factory floor.

If the host country retains skilled workers, tooling, suppliers, test facilities, maintenance capacity and engineering knowledge, localization has created enduring capability.

If it retains only a building and an assembly contract, it has created something much narrower.

For Europe's next generation of defense programs, the difference may determine whether today's procurement boom produces a stronger industrial base or simply a larger collection of factories dependent on technologies controlled somewhere else.
