# The Next Air Defense Operator May Be a Private Company

Erik Prince’s new air defense venture is selling something more consequential than another counter-drone system: the idea that protection from aerial threats can become a privately operated service.

Vectus Air Defense Systems plans to design, integrate and continuously operate layered air defenses for governments and critical infrastructure operators under multiyear contracts. The model covers equipment, personnel, operations, management and maintenance, potentially allowing customers to buy a defensive capability without building their own air defense organization. 

For Europe, the concept arrives at a significant moment. Governments need to protect a growing number of airports, power facilities, ports, data centers and other civilian sites from drones, but military air defense units cannot provide permanent coverage to every potential target.

## Vectus Is Selling an Operator, Not Another Counter-Drone System

Prince, the founder of Blackwater, launched Vectus Air Defense Systems on August 21 with drone autonomy company Swarmer as a founding partner. Swarmer holds a 20% equity interest in the venture and plans to contribute technology to the development of counter-unmanned aerial system capabilities, including coordinated drone interceptors. 

Vectus does not present itself primarily as a manufacturer.

Instead, the company plans to integrate technologies from the United States, Ukraine, Israel and other allied countries into systems tailored to each location. Its proposed architecture includes detection and tracking, electronic warfare, interceptor drones and large-caliber, high-rate-of-fire cannons. 

That distinction is central to the business model.

A conventional critical infrastructure operator looking for counter-UAS protection might need to select sensors, command-and-control software, electronic warfare equipment and effectors from different manufacturers. It would then need personnel capable of integrating, operating, maintaining and continually updating those systems.

Vectus wants the integration and continuous operation of those components to become the product.

The company says deployed systems would evolve as threats, tactics and defensive technologies change. That could address one of the central problems exposed by the war in Ukraine: counter-drone technology can become less effective as opposing forces modify frequencies, navigation methods, flight profiles and tactics. 

Swarmer provides Vectus with a direct connection to that Ukrainian development cycle. The company says its autonomy software has supported more than 100,000 combat missions in Ukraine since its first operational deployment there in April 2024\. 

## Europe Cannot Put Military Air Defense Around Every Critical Site

Vectus enters a market shaped by a basic mismatch between the number of assets requiring protection and the number of military systems available to protect them.

Modern European economies depend on a large network of airports, ports, LNG terminals, refineries, power stations, substations, telecommunications infrastructure, defense factories, data centers and transport hubs.

Many were never designed around the possibility that relatively inexpensive unmanned aircraft could conduct reconnaissance, disrupt operations or deliver explosives.

The European Commission identified that vulnerability in its February 2026 Action Plan on Drone and Counter-Drone Security. The Commission specifically cited hostile overflights, airport disruption and risks to critical infrastructure, while acknowledging that drone threats increasingly blur the boundary between civilian and military security. 

The Commission also identified another problem relevant to the Vectus proposition: multiple authorities can become involved in a counter-drone response while the existing legal framework is not fully adapted to emerging security threats. 

That creates an unusual market opportunity.

Europe can buy more military air defense, but using military units to provide permanent protection for every vulnerable civilian facility would be difficult and expensive. Critical infrastructure operators can buy commercial counter-drone equipment themselves, but owning sensors and effectors does not automatically provide an integrated defensive capability.

A managed counter-UAS service potentially occupies the space between those two models.

## Who Authorizes a Private Air Defense System to Fire?

The most difficult question surrounding private air defense may have little to do with technology.

Detection is relatively straightforward from an institutional perspective. Private companies already operate cameras, radars, radio-frequency sensors and other security systems around civilian infrastructure.

Defeating an airborne target is different.

Electronic warfare can interfere with communications and satellite navigation outside the immediate target. Interceptor drones must operate in controlled airspace. Guns introduce projectile trajectories, debris and potential collateral damage, particularly around airports, industrial facilities and populated areas.

That means an air defense service cannot simply function like a conventional private security contract.

If a private operator detects an unidentified drone approaching an LNG terminal, for example, several decisions must follow. The system must determine what the object is, whether it represents a threat, which countermeasure is appropriate and whether the operator has legal authority to use it.

Vectus says its managed service encompasses personnel and operations and that its architecture can include electronic warfare, drone interceptors and cannons. Its public materials do not detail how engagement authority would be divided between Vectus personnel, customers and state authorities in individual jurisdictions. 

That distinction could determine whether the model can scale in Europe.

## Europe Could Split Air Defense Between Contractors and the State

Private air defense does not necessarily mean transferring the entire engagement decision to a private company.

A European model could instead separate operation from authorization.

A contractor could provide and operate sensors, maintain the command-and-control architecture, monitor the airspace and keep interceptors and other countermeasures ready. Police, military or another designated state authority could retain control over specific electronic or kinetic engagements.

Such a structure would effectively create a contractor-operated, government-authorized air defense model.

There are precedents for governments outsourcing maintenance, logistics, training and other functions around sophisticated military systems. What makes counter-UAS protection different is how close the contractor could move toward the actual use of force.

The distinction becomes especially important when the protected asset belongs to a private company.

An energy producer or data center operator may have a strong commercial reason to protect a billion-dollar facility, but the airspace above it remains subject to national law. The consequences of an engagement can also extend beyond the property being defended.

The European Commission's counter-drone plan implicitly recognizes this broader problem. It calls for stronger coordination among authorities and for further work on Europe's legal and operational framework for counter-drone security. 

The question for companies such as Vectus is therefore not simply whether private air defense can work.

It is which parts governments are prepared to privatize.

## Air Defense as a Service Changes the Procurement Incentive

There is another important difference between Vectus and a conventional defense supplier.

Traditional procurement typically pays a manufacturer to deliver equipment. The customer then assumes much of the responsibility for operating that equipment and keeping it relevant.

A managed-service contract changes that incentive.

If the contractor is responsible for maintaining an agreed level of protection over several years, replacing or upgrading ineffective components becomes part of delivering the service rather than another procurement cycle for the customer.

That could matter particularly in counter-UAS defense, where the threat develops rapidly.

Vectus says it is technology-agnostic, allowing it to combine systems from different suppliers and modify deployed architectures as technology and tactics change. 

The approach could also alter how customers calculate the cost of air defense.

Instead of comparing the purchase price of one interceptor against the price of an attacking drone, a critical infrastructure operator can evaluate the cost of maintaining protection against the economic consequences of disruption.

For an airport, refinery or data center, the relevant calculation may not be the cost of destroying a drone. It may be the cost of preventing hours or days of interrupted operations.

That creates a different market from conventional military air defense.

Axios reported that Vectus sees applications including military bases, data centers, shipping routes and refineries. Prince has also explored demand in Ukraine, the Middle East, Africa and Latin America, according to the company's announcement and reporting by the Financial Times. 

## The Customer May Not Need to Own the Air Defense System

The service model also challenges a long-standing assumption in defense procurement: that the organization requiring protection should own the equipment providing it.

That assumption makes sense for national armed forces. It is less obvious for civilian infrastructure.

A commercial airport does not necessarily need to become an air defense organization. Neither does an LNG operator, telecommunications company or data center owner.

Their requirement is availability of protection, not necessarily ownership of radars, jammers and interceptors.

That distinction has already transformed other capital-intensive industries, where customers increasingly purchase access, availability or performance rather than owning every underlying asset.

Air defense presents a much harder version of that model because the service can involve coercive force.

A private operator can maintain the sensors. It can manage software updates. It can monitor the threat environment.

The central unresolved question begins when the system needs to act.

## Vectus Is Testing a Business Model, Not Just Technology

Vectus does not need to develop the world's best radar, jammer or interceptor for its model to become relevant.

Its proposition depends instead on integrating technologies from multiple suppliers into a defensive architecture, operating that architecture continuously and updating it faster than an individual customer could through conventional procurement.

Swarmer's involvement reinforces that approach. The Ukrainian-founded company does not manufacture drones itself. It develops vendor-agnostic autonomy software intended to coordinate large numbers of unmanned platforms, giving Vectus access to a software layer rather than locking the venture to one interceptor design. 

But the venture remains at an early stage.

Vectus announced its formation only on August 21\. The public announcement did not identify a signed customer, contract value or operational deployment, and the company has not publicly demonstrated how its engagement-authority model would work under European law. 

Those are significant unknowns.

The underlying market problem, however, already exists.

Europe increasingly needs counter-drone protection beyond military installations, while the number of civilian assets requiring protection makes universal military coverage unrealistic. Governments will therefore have to decide how much responsibility infrastructure operators should carry themselves and which capabilities must remain under direct state control.

Vectus is betting that a new category can emerge between those two positions.

The technology for that market is already being assembled. The more consequential question is whether governments will allow private companies to operate it.
