*Analysis: The British-Croatian technology group is expanding its capabilities in digital satellite ground infrastructure, while U.S. competitors Kratos and Comtech bring established military experience to the market.*

**October 30, 2026 | AdriaDefense Analysis**

The U.S. Army's efforts to modernize its global satellite communications infrastructure are drawing attention to companies developing interoperable Digital Intermediate Frequency (Digital IF) technology. Among the European suppliers with capabilities relevant to this transition is Britain's **ETL Systems**, whose recent acquisition of Croatia's **Amphinicy Technologies** has brought together established satellite RF hardware and advanced ground segment software within a single technology group.

An analysis by **ENQRY.ai** identifies ETL Systems and Amphinicy as a technologically relevant combination in the evolving Digital IF market, supported by recent interoperability demonstrations, commercial product developments and an expanding international presence. U.S.-based Kratos Defense & Security Solutions, Comtech Telecommunications and Britain's Filtronic also offer technologies relevant to different aspects of military satellite communications modernization.

The assessment is based on publicly available U.S. Army procurement information, company technical specifications and demonstrated capabilities. It does not establish that any of the companies examined has submitted a proposal or been selected for a particular Army procurement.

## U.S. Army Seeks a New Generation of Satellite Ground Infrastructure

The U.S. Army's Product Manager Wideband Enterprise Satellite Systems (PdM WESS) has been pursuing the modernization of military SATCOM infrastructure through the adoption of flexible, modular and interoperable Digital IF technology.

A publicly issued Request for Information in November 2025, identified as W15P7T26RDIGIF, sought qualified systems integrators capable of engineering, integrating, testing and installing foundational Digital IF infrastructure across up to 18 large military SATCOM teleport sites worldwide.

The initiative addresses limitations in traditional analog satellite ground systems, where signals are transported between antennas, modems and supporting infrastructure through dedicated analog equipment.

Digital IF technology converts radio frequency signals into standardized digital data streams that can be transported over high-speed IP networks. This allows satellite operators to introduce more flexible signal processing, virtualized modems, automated management and greater interoperability between equipment from different manufacturers.

For military users, such architectures can reduce dependence on proprietary hardware, simplify future upgrades and potentially improve the resilience of communications infrastructure.

The Army's stated interest in systems integration and long-term sustainment suggests that relevant suppliers will need capabilities extending beyond individual RF conversion devices. Reliable network operation, software integration, interoperability and support for complex ground facilities are also important considerations.

## ETL Systems Has a Strong Technical Foundation

ETL Systems, headquartered in the United Kingdom, has more than 35 years of experience designing and manufacturing satellite RF equipment, including signal distribution, switching, frequency conversion and amplification systems.

The company has increasingly expanded into Digital IF technology through its DIGITAL 1000 and GENUS DIGITAL product families.

Its DIGITAL 1000 range supports RF-to-IP conversion using the IEEE-ISTO 4900-2021 DIFI standard, which aims to enable interoperability between satellite ground equipment from different manufacturers.

Published specifications show that the product family operates across a frequency range of 850 MHz to 2,450 MHz, encompassing the L-band frequencies commonly used within conventional satellite ground infrastructure.

ETL's GENUS DIGITAL 5000 platform provides additional high-capacity digitization capabilities, including 100 Gigabit Ethernet connectivity, while its modular GENUS architecture allows multiple RF functions to be integrated within a common equipment platform.

These characteristics align with important elements of the military's digital ground infrastructure modernization objectives, particularly analog-to-digital conversion, modularity and standards-based signal transport.

ETL also maintains an established presence in the United States. Its American subsidiary, ETL Systems Inc., was established in 2013, with an office in Herndon, Virginia, supporting government, defense and commercial SATCOM customers.

That presence provides a platform for engaging the American market, although it does not by itself establish qualification for any particular defense procurement or demonstrate compliance with all applicable security and certification requirements.

## Croatia’s Amphinicy Acquisition Adds a Critical Software Dimension

A particularly important development came on August 3, 2026, when ETL Systems announced its acquisition of Amphinicy Technologies, a satellite software specialist operating from Zagreb, Croatia, and Luxembourg.

The acquisition expanded ETL's portfolio beyond conventional RF and digitization equipment into software-defined satellite communications, monitoring and control, and virtualized ground segment infrastructure.

Amphinicy brings more than 25 years of satellite software experience and two established products: **Blink**, a high-performance software modem, and **Monica**, a monitoring and control platform for satellite ground operations.

Blink is designed to process satellite communications signals using commercial computing infrastructure rather than relying exclusively on dedicated modem hardware. Its capabilities include wideband signal processing, demodulation and channelization.

Monica provides monitoring, control, automation, alarm management, scheduling and equipment coordination functions for complex satellite ground facilities.

The two products address different elements of the digital ground segment, making them complementary to ETL's RF conversion and distribution equipment.

The corporate combination is particularly relevant because the transition toward Digital IF infrastructure requires more than converting analog signals into digital packets. Ground stations must also process those streams, control equipment, manage operational workflows and integrate components supplied by multiple manufacturers.

Following the acquisition, Amphinicy continues to operate its software business autonomously within the ETL group, maintaining its vendor-agnostic approach and existing customer relationships.

According to the acquisition announcement, the companies intend to combine their complementary capabilities while continuing to develop solutions for SATCOM, Earth observation, government and defense applications.

## October Tests Demonstrate Real Interoperability

ETL Systems and Amphinicy have already provided evidence of technical integration through joint demonstrations in 2026.

At Satellite Week in Washington, D.C., in March, the companies demonstrated ETL's DIGITAL 1000 RF-over-IP digitizer operating with Amphinicy's Blink software modem in a DVB-S2X configuration.

The live demonstration illustrated how analog RF signals could be digitized and processed through an interoperable software-defined ground system.

More recent results offer a stronger indication of technological maturity.

On October 22, ETL announced the outcome of joint testing at the 2026 DIFI PlugFest in California, where ETL and Amphinicy demonstrated interoperability with equipment from multiple vendors.

The companies reported successfully receiving and processing DIFI-compliant streams from more than 30 sources and achieving trial certification of the DIFI Core Profile.

Amphinicy's Blink modem also demonstrated DVB-S2 demodulation and decoding, including high-rate tests at 250 Mbaud. In a separate channel-splitting test, the team extracted a 10 Mbaud channel from a 600 MS/s input, with continuous clean operation and successful UDP streaming.

These results are significant because interoperability between different vendors' equipment is a central objective of Digital IF modernization.

They also provide tangible evidence that the ETL-Amphinicy combination is moving beyond complementary product portfolios toward integrated technical capabilities.

However, the distinction between a successful commercial interoperability demonstration and military system qualification remains important. The PlugFest results do not establish compliance with every cybersecurity, network resilience, military certification or operational requirement that might apply to a U.S. Army deployment.

## Amphinicy’s Monica 8 Strengthens Ground System Automation

Amphinicy has also continued developing its software capabilities independently of the joint hardware demonstrations.

On August 26, 2026, the company released Monica Monitoring & Control version 8.0, introducing new automation and configuration management features.

The release includes a unified Action model, expanded alarm and logging capabilities, topology and scheduling improvements, and additional deployment automation.

More than 100 predefined Actions are included, providing a standardized way to execute and audit operations across connected equipment.

Monica 8 also introduces a new Workflow module, currently available as a limited-feature technical preview, which is intended to coordinate operational activities through predefined sequences, conditions and execution controls.

These developments are relevant to satellite operators seeking to reduce manual intervention and manage increasingly complex ground infrastructure. They also complement ETL's digitization hardware by adding capabilities for software-driven equipment supervision and operational management.

Nevertheless, publicly documented Monica functionality does not establish that the platform already supports every specialized routing, protection-switching or military security requirement associated with a complete defense SATCOM architecture.

## Amphinicy Software Is Already Supporting an Operational Satellite Mission

Beyond interoperability demonstrations, Amphinicy has also announced an operational application of its Blink technology.

On October 22, the company confirmed that Singapore-based SpeQtral had selected Blink to support radio frequency communications for its SpeQtre quantum communications satellite.

The software operates within AWS Ground Station infrastructure, supporting telemetry, telecommand and wideband data downlink functions. SpeQtral took operational control of the satellite in July 2026 and is conducting quantum communications experiments.

The project demonstrates the use of Amphinicy software within a functioning satellite mission and cloud-based ground infrastructure.

Although this application differs substantially from military geostationary SATCOM operations, it provides evidence of the company's ability to deploy software in a demanding operational environment rather than only in laboratory demonstrations.

For ETL Systems, combining operational software experience with established RF equipment manufacturing could strengthen its broader position as customers seek integrated satellite ground solutions.

## Kratos Brings Direct U.S. Military Experience

While ETL and Amphinicy have relevant technical capabilities, the American market already includes established defense technology companies developing digital satellite ground systems.

**Kratos Defense & Security Solutions** is particularly notable because of its OpenSpace platform, which combines software-defined satellite ground functions with digitization, virtualized processing and network orchestration capabilities.

In March 2025, Kratos announced that its OpenEdge 2500 digitizer had achieved official DIFI compliance, becoming one of the first products in the industry to obtain recognized certification under the standard.

Kratos has also demonstrated virtualized SATCOM technology directly for U.S. Army organizations.

In April 2024, the company announced a demonstration with Telesat Government Solutions and Cobham Satcom involving a fully virtualized satellite communications ground system supporting low Earth orbit connectivity.

The same month, Kratos and SES announced a separate demonstration for the U.S. Army's Combat Capabilities Development Command using SES's medium Earth orbit network.

These activities are distinct from the Army's Digital IF infrastructure procurement, but they establish relevant experience with military customers and software-defined satellite ground technology.

For any future competition, Kratos would bring a different combination of technical maturity, existing U.S. defense-sector relationships and demonstrated systems integration experience.

## Comtech Is Already Delivering Digital IF Modems to the Army

Another significant participant in the wider modernization market is **Comtech Telecommunications**.

On March 18, 2026, Comtech announced delivery of the first Enterprise Digital Intermediate Frequency Multicarrier (EDIM) modems to the U.S. Army under an existing $48.6 million contract.

The EDIM program supports the replacement of aging military satellite modems with modern, software-defined systems intended to improve interoperability and communications flexibility.

This contract demonstrates that elements of the Army's digital modernization are already moving into hardware delivery and testing.

Comtech's EDIM program is separate from broader Digital IF ground infrastructure integration requirements. Its existing contract should not be interpreted as evidence that the company has been selected for other SATCOM modernization procurements.

Nevertheless, the program illustrates the importance of ensuring that future ground infrastructure can accommodate digital modems and equipment supplied through different acquisition programs.

## Filtronic Expands the European Digital IF Market

Britain's **Filtronic** is another company with technology relevant to the transition toward digital satellite ground infrastructure.

In March 2026, the manufacturer introduced its DiFi platform, designed to convert analog RF signals into digital IP streams using the DIFI interoperability standard.

The product offers six transmit and six receive channels, bandwidth of up to 2.5 GHz per channel and two 100 Gigabit Ethernet interfaces.

The platform is intended for high-capacity satellite ground stations, defense communications and other applications requiring flexible RF digitization.

Filtronic's published capabilities make it a relevant equipment supplier within the broader Digital IF ecosystem. However, the available product information does not establish that it offers a complete military system integration solution covering automation, global installation and long-term sustainment.

## Why the ETL-Amphinicy Combination Matters

The broader industry landscape suggests that success in Digital IF modernization will depend on more than the performance of a single digitizer or software modem.

Government customers seeking to modernize satellite ground facilities must consider RF conversion, high-speed digital transport, signal processing, operational control, cybersecurity, reliability, certification and long-term maintenance together.

ETL Systems and Amphinicy have demonstrated technical capabilities across several of these areas, particularly RF digitization, standards-based interoperability, software-defined signal processing and ground equipment management.

Their integration also reflects a broader consolidation trend within the satellite ground industry, where established hardware manufacturers are expanding into software and automation to offer more comprehensive solutions.

Kratos benefits from substantial experience with U.S. defense organizations and officially certified DIFI equipment. Comtech holds an existing Army modem modernization contract, while Filtronic brings additional high-bandwidth conversion technology to the market.

The publicly available record does not establish which company is most likely to win any future Army contract, nor whether these suppliers intend to compete directly, partner with system integrators or participate as equipment providers.

For Croatia's technology industry, however, Amphinicy's position within ETL Systems is an important development.

The Zagreb-based company's software capabilities are now part of a larger international satellite communications group with established RF products, manufacturing capabilities and an American market presence.

As military and commercial satellite operators accelerate the transition toward digital, interoperable and software-defined ground infrastructure, that combination could create new opportunities for the British-Croatian group.

The decisive question will be whether ETL Systems and Amphinicy can translate their demonstrated interoperability and complementary product capabilities into complete, certifiable and maintainable systems for demanding government and defense customers.
