Ukraine's Ministry of Defense is developing new mechanisms for controlled arms exports while seeking more predictable procurement arrangements and expanded domestic weapons production, Defense Minister Evgeniy Khmara said following talks with Ukrainian defense industry representatives on October 24.

The discussions focused on establishing transparent rules for manufacturers, improving visibility into future government procurement requirements and increasing industrial production capacity. The ministry wants companies to better understand anticipated military demand so they can plan investments, production schedules and technological development.

Khmara emphasized that manufacturers must provide realistic assessments of their production capabilities while continuing to develop new technologies capable of responding to evolving battlefield threats.

Deputy Defense Minister Anna Gvozdiar said the government intends to strengthen long-term cooperation with domestic defense companies, aligning industrial development with the operational requirements of Ukraine's armed forces.

**Controlled Arms Exports Under Development**

A central topic was the creation of mechanisms allowing Ukrainian defense manufacturers to export military products under government oversight.

Khmara stressed that domestic military requirements would remain the priority, with exports considered only after the necessary equipment had been secured for Ukrainian forces.

The ministry views controlled exports as a potential way for Ukrainian manufacturers to enter international markets, expand production and generate additional resources for industrial investment.

The discussions also addressed reinvesting company profits into manufacturing facilities, equipment modernization and increased production capacity. According to Khmara, reinvestment is necessary to help Ukrainian manufacturers respond more quickly to changing battlefield requirements.

For Ukraine's expanding defense technology sector, particularly companies developing drones, electronic warfare equipment and other military systems, predictable domestic procurement and access to foreign markets could provide opportunities for industrial growth.

However, the ministry has not announced a new procurement budget, specific export authorizations or a timetable for implementing the proposed mechanisms.

The October 24 discussions build on earlier government efforts to establish clearer procurement rules and develop a framework for exporting Ukrainian defense technologies while maintaining priority access for the country's armed forces.
