# WB Group, Optix Plan TOPAZ and FONET Localization in Bulgaria

Poland’s WB Group and Bulgaria’s Optix have signed a teaming agreement to prepare a technology transfer plan for three Polish systems used in artillery operations: the TOPAZ battle management system, the FONET communications platform and COMP@N tactical radios. WB Group announced the agreement on September 28 and said the planned work in Bulgaria would cover production, integration and support during service. The announcement establishes a framework for cooperation; it does not disclose a new equipment order or a production start date. 

## Optix could assemble and support WB Group systems in Bulgaria

The companies signed the agreement at the Bulgarian embassy in Warsaw. WB Group President Piotr Wojciechowski and Optix board chair Petar Cholakov signed on behalf of their companies.

Under the proposed arrangement, Optix is expected to become WB Group’s Bulgarian center for assembly, installation, configuration and after-sales support. WB Group said its partner would receive technical documentation, equipment and specialist training as the companies develop the transfer plan. The announcement does not specify which components Optix would manufacture locally or how much work would remain with WB Group in Poland. 

The three systems cover different parts of an artillery unit’s digital architecture. TOPAZ supports battlefield management and fire control, while FONET connects voice, data, radios and onboard equipment in military vehicles. COMP@N adds tactical radio communications to the package. The agreement focuses on adapting production, integration and support capabilities in Bulgaria for artillery applications, rather than announcing a new Bulgarian artillery platform. 

## Bulgaria has an earlier TOPAZ agreement

The Optix partnership follows an earlier WB Group contract involving Bulgaria. In May 2023, WB Electronics announced an agreement to supply TOPAZ for Bulgarian land forces artillery. WB Group said the system would support the exchange of information from ARTHUR artillery reconnaissance radars. That supply agreement is separate from the newly announced industrial partnership with Optix. 

WB Group is also expanding its artillery systems business elsewhere in Southeast Europe. On September 10, the company signed a contract with Croatia for TOPAZ and FONET in the command, fire-control and communications layer of Croatia’s new K239 Chunmoo rocket artillery unit. The systems are intended for its command vehicles, launchers and ammunition vehicles. The distinction between these projects matters. Croatia has signed a supply contract for a defined artillery program, while the WB Group–Optix agreement sets out the steps toward a Bulgarian technology transfer plan. WB Group has not announced the value, equipment quantities, industrial milestones or a timetable for the Optix arrangement. The next concrete development to watch is whether the companies define a Bulgarian workshare and connect it to a subsequent order.

### Will Optix manufacture TOPAZ and FONET in Bulgaria?

The agreement provides for a plan covering production, integration and support. WB Group has identified Optix as a prospective center for assembly, installation, configuration and after-sales support, but has not detailed which parts would be manufactured locally.

WB Group has not announced a new procurement award tied to the Optix partnership. It previously announced a separate TOPAZ supply agreement for Bulgarian land forces in 2023.
