CiTech Secures Latvian Defence Innovation Approval for European Hub Plan

Latvia’s Ministry of Defence has granted Critical Infrastructure Technologies Ltd a Defence Innovation Certificate, enabling access to state-backed financing for a planned manufacturing hub in Liepāja. The project is intended to establish the company’s European headquarters and production base.

Critical Infrastructure Technologies Ltd has received a Defence Innovation Certificate from Latvia’s Ministry of Defence, clearing the way for the company to seek public financing support for a new European manufacturing and operations center.

The designation enables CiTech to apply for up to €3 million in funding through Latvia’s state development finance institution ALTUM. The broader initiative is structured as an approximately €4 million investment and includes company co-financing.

The planned hub will be located in Liepāja and is expected to serve as the company’s European headquarters. CiTech has already established a local subsidiary, SIA CiTech Europe, to anchor its regional activities. According to the company, the facility would support production, systems integration, and workforce development while building links with Latvian suppliers.

The investment centers on manufacturing and assembly of CiTech’s deployable Nexus-series platforms. These mobile systems are designed to support communications, surveillance, and other mission modules relevant to defense, border security, and emergency response applications.

Positioning production inside the European Union could shorten delivery timelines and improve access to EU and NATO markets. For Latvia, the project aligns with national efforts to strengthen domestic defense-industrial capacity and attract high-technology manufacturing linked to security and resilience.

The initiative comes as Baltic states continue to prioritize industrial partnerships and dual-use technology development amid sustained regional security pressures.
