Romania and U.S. Defense Tech Firm ACS to Jointly Produce Anti-Drone Turrets

The Romanian Armed Forces have signed an MoU with U.S.-based Allen Control Systems (ACS) to jointly produce autonomous anti-drone turrets in Romania. The deal centers on ACS’s Bullfrog system — the only fully autonomous turret available to U.S. allies.

The Romanian Armed Forces have signed a memorandum of understanding (MoU) with American defense technology company Allen Control Systems (ACS) to jointly produce autonomous anti-drone turrets in Romania, marking another step in Europe’s growing focus on counter-UAV capabilities.

The agreement covers local assembly and future production of ACS’s flagship system — the Bullfrog autonomous combat turret, designed to detect, identify, and neutralize small and medium-class drones. According to ACS, Bullfrog remains the only fully autonomous turret system currently available to the U.S. and its allies.

The Bullfrog turret is a lightweight, low-power station capable of engaging UAVs from Class 1 to Class 3, offering both autonomous and semi-autonomous defense modes. It has already attracted international attention, with ACS recently signing supply contracts with the South Korean and UAE armed forces. To support these expanding operations, the company plans to open new regional offices in Asia and Europe.

“As allied nations seek cost-effective and scalable technologies to counter the rapid proliferation of weaponized drones, Bullfrog provides their forces with a new layer of protection against this growing threat on the move and at the edge,”
said Mike Wior, co-founder and CEO of ACS.

He added that the latest agreements reflect “a shared urgency around countering this threat with systems that are tested, reliable, and ready for combat,” calling Bullfrog “the only near-term viable solution for close-in kinetic defeat at scale.”

Founded in Austin, Texas, by Mike WiorSteve Simoni, and Luke Allen — two of whom are former U.S. Navy nuclear engineers — ACS has quickly gained traction in the defense sector. The company has secured contracts with the U.S. Army Applications Laboratory and U.S. Special Operations Command (SOCOM) to integrate Bullfrog into advanced combat platforms.

In 2024, ACS raised USD 12 million in seed funding led by Craft Ventures, followed by a USD 30 million Series A round in March 2025.

The Romanian partnership marks a significant milestone in the country’s efforts to expand its defense manufacturing base and integrate high-tech systems into its modernization agenda, aligning with NATO’s broader push to strengthen counter-drone capabilities across the alliance.
