Slovenia’s defense investment vehicle DOVOS has issued a public call inviting domestic companies to apply for capital partnerships in sectors linked to defense, security, and national resilience.

The initiative represents the first structured case in which the Slovenian state is positioning itself as a market-oriented equity investor to strengthen industrial and technological capacity in strategic sectors. The approach focuses on co-investing in companies with relevant technologies, products, and services that can contribute to the national defense-industrial base while demonstrating export potential.

According to DOVOS, the process is not a public procurement procedure but an investment-driven selection mechanism. Projects will be evaluated based on strategic relevance, economic viability, and market potential. The company indicated it will take minority equity stakes in selected firms.

Investment opportunities are being targeted across several priority areas, including dual-use technologies and resilience capabilities, unmanned systems and counter-UAS solutions, mobility and logistics support, cyber security and artificial intelligence, as well as efforts to address critical capability gaps. Air and missile defense and detection systems are also listed among the focus areas.

Individual investments are expected to range from €2 million to €20 million. The selection process will follow defined stages and is designed to align with standard market practices for managing capital investments, with an emphasis on transparency and structured evaluation.

DOVOS has published detailed participation criteria and submission procedures alongside its investment strategy, outlining priority sectors, investment approaches, and selection benchmarks.

The deadline for submission of offers is set for June 29, 2026.

The move signals a shift toward a more active state role in shaping Slovenia’s defense-industrial ecosystem, with potential implications for integration into European and NATO supply chains.
