Quantum Systems and Ukraine’s Frontline Robotics have launched a joint venture to produce Ukrainian-designed, combat-proven drones in Germany at industrial scale for delivery to Ukraine’s armed forces.

A new Ukrainian–German joint venture marks a significant milestone in European defense-industrial cooperation, with plans to begin industrial-scale drone production in Germany for Ukraine’s armed forces.

Germany-based technology company Quantum Systems and Ukrainian drone manufacturer Frontline Robotics announced on 15 December the creation of Quantum Frontline Industries (QFI), a jointly owned enterprise that will produce Ukrainian-designed, combat-proven unmanned aerial systems on German soil. The announcement was made during the German-Ukrainian Economic Forum in Berlin.

Under the agreement, QFI will manufacture drones developed by Frontline Robotics in Germany and deliver them to Ukraine in quantities determined by the Ukrainian Ministry of Defence. According to the companies, this will be the first time a Ukrainian defence firm co-produces military drones abroad at true industrial scale, rather than through limited assembly or pilot projects.

The initiative reflects Ukraine’s broader strategy to internationalise its defence production base amid Russia’s full-scale invasion, while ensuring stable supply chains, higher output volumes and closer integration with Western partners. Ukraine has rapidly emerged as a global leader in battlefield drone innovation, with unmanned systems playing a decisive role across reconnaissance, strike and electronic warfare missions.

“Ukrainians have revolutionised drone warfare. Now we will revolutionize the industrial war together,” said Sven Kruck, Co-CEO of Quantum Systems, highlighting the shift from ad-hoc production to structured, scalable manufacturing.

Frontline Robotics CEO Yevhen Tretiak said the cooperation would enable the delivery of thousands of drones to Ukraine’s Defence Forces and could serve as a model for future cross-border defense production initiatives. “This partnership paves the way for a new level of international cooperation in defence manufacturing,” he noted.

The QFI venture builds on a strategic partnership agreement signed by Quantum Systems and Frontline Robotics earlier this year and aligns with Germany’s expanding support for Ukraine. The announcement coincided with Berlin unveiling a new 10-point plan aimed at strengthening Ukraine’s defence capabilities, including deeper cooperation in defence research, procurement and joint industrial projects.

As European governments seek to reinforce both Ukraine’s military resilience and their own industrial capacity, the launch of QFI underscores a growing shift toward shared production models that combine Ukrainian combat experience with Western manufacturing scale and infrastructure.
