Poland is moving to develop a sovereign military satellite communications system for the Polish Armed Forces under a new agreement between Polska Grupa Zbrojeniowa and ICEYE. The companies signed a letter of intent on September 11 at MSPO 2026 in Kielce, with work on the MILSATCOM concept expected to run through 2030.

The initiative would expand Poland's rapidly developing military space infrastructure from satellite reconnaissance into secure communications. Prime Minister Donald Tusk said the longer-term ambition is a Polish equivalent of Starlink, while the government expects the Polish Armed Forces to have nine satellites by the end of 2026.

The September 11 document starts conceptual work rather than placing a production order. No satellite quantity, constellation architecture, contract value or deployment schedule for an operational communications network has been announced.

PGZ and ICEYE target sovereign military communications

Polska Grupa Zbrojeniowa and ICEYE intend to develop a concept for a military satellite communications system designed to provide Poland with national capabilities in secure space-based communications.

According to information released around the signing, the planned cooperation covers the 2026-2030 period. The project is intended to draw on capabilities from the Polish defense industry and the country's expanding space sector.

The distinction between the new project and Poland's existing satellite programs is significant. ICEYE is already supplying synthetic aperture radar satellites used for intelligence, surveillance and reconnaissance, while the September agreement addresses communications infrastructure.

Tusk described the intended end state as a Polish equivalent of Starlink. The comparison indicates the scale of Warsaw's political ambition, but the technical configuration of the proposed system has not yet been disclosed.

No information has been released on whether the architecture would rely exclusively on low Earth orbit satellites, how many spacecraft it could require, or what role commercial infrastructure could play.

Poland is building a military space architecture around POLSARIS

The communications initiative follows Poland's rapid deployment of its MikroSAR reconnaissance system, developed under a May 2025 contract between the Polish Armament Agency and a consortium led by ICEYE Polska with PGZ-owned Wojskowe Zakłady Łączności Nr 1.

That procurement has a total value of approximately PLN 860 million gross. The guaranteed portion covered three synthetic aperture radar satellites, with options for another three.

The first radar satellite entered orbit on November 28, 2025. Two additional satellites followed on March 30, 2026, and a fourth was launched in May after Poland exercised part of the contract option.

The satellites form the POLSARIS military radar constellation. Poland's Ministry of National Defense says the system provides radar imagery regardless of daylight and weather conditions, strengthening national satellite reconnaissance capabilities.

ICEYE formally handed the MikroSAR system to the Polish Armed Forces on May 15, less than 12 months after the original procurement contract was signed.

The government now expects the military to have nine satellites by the end of 2026. That figure encompasses Poland's wider military satellite portfolio and should not be interpreted as the announced size of the proposed MILSATCOM constellation.

Secure connectivity becomes Poland's next space capability

The PGZ-ICEYE initiative signals that Warsaw's military space strategy is moving beyond obtaining imagery from orbit.

A sovereign communications layer could give the Polish Armed Forces greater national control over connectivity for command and control, deployed units and increasingly networked weapons and sensor systems. The exact military applications will depend on the architecture ultimately selected by the Ministry of National Defense.

The program also fits a wider European push to reduce dependence on non-European satellite infrastructure for sensitive government and military communications.

The European Union is developing the Infrastructure for Resilience, Interconnectivity and Security by Satellite, known as IRIS², as a secure multi-orbit communications constellation. European governments are simultaneously investing in national military space programs, raising questions about how national systems and European infrastructure will eventually interoperate.

Poland appears to be pursuing national control alongside those broader European programs. Warsaw has made domestic industrial participation a central element of several recent defense procurement programs, and a Polish-controlled MILSATCOM architecture would extend that approach into space infrastructure.

ICEYE's position is particularly notable because its existing relationship with the Polish Armed Forces centers on radar reconnaissance rather than satellite communications. The new agreement could therefore broaden the company's role in Poland's military space ecosystem if the conceptual phase leads to procurement.

Two days before the PGZ agreement, ICEYE also signed a memorandum of understanding with Arianespace to explore future Ariane 6 launches for European governmental and institutional satellite missions. The arrangement does not establish a launch plan for Poland's proposed communications system, but it reflects ICEYE's parallel effort to develop European launch options for sovereign space programs.

Poland targets a broader sovereign military space capability

The immediate result of the September 11 agreement is a joint development process rather than an operational constellation.

PGZ and ICEYE must first define the system architecture and determine how Polish industrial capabilities could contribute to the program. Procurement decisions, satellite numbers, launch arrangements and the cost of the network remain open.

If the project proceeds, Poland would add secure satellite communications to an increasingly broad national military space architecture that already includes sovereign radar reconnaissance.

That would mark a shift from acquiring individual space-based capabilities toward building an integrated national military infrastructure in orbit.
