Romania Reports 43 Drone Incursions as Black Sea Threat Grows

Romania has recorded 43 unauthorized drone incursions into its airspace since Russia launched its full-scale invasion of Ukraine, including 25 during 2026, according to data updated by the Romanian Ministry of National Defence on August 31. Romanian forces have scrambled aircraft 85 times and shot down four drones while responding to the growing spillover from Russian attacks near NATO’s Black Sea border.

The ministry has recorded 131 attacks near Romania’s border since the war began, alongside 69 cases in which drones or fragments were identified, recovered or neutralized. The figures show how frequently the war in neighboring Ukraine now requires a direct Romanian military response.

Romania recorded 25 drone incursions in 2026 alone

The pace of incidents has increased sharply in 2026.

Romania recorded 25 unauthorized incursions this year, compared with nine in 2025, seven in 2024 and two in 2023. All four drones officially listed as shot down since the beginning of the war were intercepted during 2026.

Romanian aircraft have also been scrambled 50 times in 2026, already exceeding the 21 scrambles recorded during all of 2025. The Ministry of National Defence has registered 65 attacks near the border this year and identified, recovered or neutralized 33 drones or drone fragments.

The figures primarily reflect the security situation along Romania’s eastern frontier with Ukraine, particularly around the Danube Delta and the approaches to the Black Sea.

Russian forces regularly target Ukrainian infrastructure across the Danube from Romanian territory. The proximity of those strikes creates recurring risks from drones, debris and aerial targets approaching or crossing NATO airspace.

Eleven drone situations reported in one week

The latest statistics follow another concentrated period of drone activity between August 24 and August 30.

Romania’s Ministry of National Defence said it managed and publicly reported 11 drone-related situations near the national border or on Romanian territory during that seven-day period. Most involved Romanian surveillance systems detecting and monitoring aerial targets over Ukraine, particularly around Vylkove and Snake Island.

One confirmed airspace incursion occurred on August 24, when a drone approaching from the Republic of Moldova entered Romanian airspace. Components of the aircraft were subsequently discovered in the yard of a property in Ciușlea, Vrancea County.

Romanian authorities also recovered drone debris near Plauru in Tulcea County following a fire on the Romanian bank of the Chilia branch of the Danube. Ministry explosive ordnance disposal specialists conducted a preliminary examination and reported that the recovered fragments contained no explosive residue.

Authorities issued RO-Alert warnings to residents during incidents in areas where falling drones or debris presented a potential risk.

Romanian F-16s scrambled near the Danube Delta

Another incident on August 30 demonstrated the frequency with which Romania now has to monitor aerial activity close to its border.

At 10:36 local time, Romanian military radar detected an aerial target approximately 20 kilometers east of Vylkove in Ukraine, close to Romanian territory.

Two Romanian F-16 fighters operating from the 86th Air Base at Borcea were assigned to monitor the situation. Romanian emergency authorities issued an RO-Alert warning for northeastern Tulcea County at 10:50.

The alert ended at 11:18, and the Ministry of National Defence reported no penetration of Romanian airspace during that incident.

The response illustrates the distinction between the 131 attacks that Romania has monitored near its border and the 43 cases officially classified as unauthorized entries into national airspace. Not every Russian attack close to Romanian territory results in an airspace violation, but many still require military surveillance, fighter activity or civilian alerts.

Black Sea border is placing sustained demands on NATO air defense

Romania’s figures provide a measurable indication of how Russia’s war against Ukraine is affecting NATO territory even when Russian strikes remain directed at Ukrainian targets.

The increase during 2026 is particularly significant. Of the 43 unauthorized incursions recorded since the war began, 25 occurred this year, representing more than half of the total.

Romania has also neutralized nine drifting or beached naval mines in its exclusive economic zone or along its coast since the beginning of the war, adding a maritime dimension to the spillover threat.

For Bucharest and NATO, the challenge extends beyond intercepting individual drones. Romania must maintain continuous radar surveillance, keep fighter aircraft available for rapid response and protect communities in Tulcea and other border areas from falling drones and debris.

The Romanian data also illustrate the scale of the identification problem facing NATO air-defense operators. Forces must determine whether detected aircraft will remain over Ukraine, approach Romanian territory or cross the alliance border, often while Russian strikes are underway only kilometers away.

With Russian drone operations continuing against Ukrainian infrastructure near the Danube and Black Sea, Romania is likely to remain one of the NATO members most directly exposed to aerial spillover from the war.
