Starbase Europe is planning to develop a space and defense innovation hub near Sofia, marking another step in Bulgaria's effort to position itself as a regional center for aerospace, dual-use technologies, and defense innovation. The project is expected to be located in the Dobroslavtsi Economic Zone, northwest of the Bulgarian capital, where authorities are expanding the site's focus beyond manufacturing into high-value technology sectors.

The initiative aligns with Bulgaria's broader strategy to strengthen its domestic innovation ecosystem while attracting international investment in emerging defense and space technologies. Although detailed investment figures and development timelines have not yet been disclosed publicly, the project is expected to support collaboration between startups, research organizations, and defense companies.

Dobroslavtsi shifts toward defense and space industries

The Dobroslavtsi Economic Zone was initially envisioned as an industrial development area but has recently been repositioned to attract companies specializing in defense, innovation, and space technologies. The Bulgarian government has also announced plans to develop the site's infrastructure through a public-private partnership model to improve access and support future investors.

The addition of a dedicated space and defense hub would further diversify the zone's industrial profile and support Bulgaria's ambition to move toward higher value-added manufacturing and advanced technology development.

Part of a broader Bulgarian innovation strategy

The proposed hub follows several recent initiatives aimed at expanding Bulgaria's role in Europe's aerospace and defense sectors.

Earlier this year, the Bulgarian government approved cooperation with Bulgarian-founded satellite manufacturer EnduroSat to establish a €10.7 million research and development space center in Sofia. The facility is intended to increase satellite production capacity, strengthen the country's space industry, and create highly skilled engineering jobs focused on export markets.

Bulgaria has also supported closer cooperation between research institutes, industry, and government through agreements signed at Sofia Tech Park to accelerate innovation in defense and security technologies. The initiative aims to improve technology transfer while helping Bulgarian companies commercialize advanced research.

Defense investment expands alongside innovation

The planned Starbase Europe project comes as Bulgaria increases investment in both defense capabilities and supporting industrial infrastructure.

Recent procurement decisions include plans to acquire seven new three-dimensional air defense radars through the European Union SAFE instrument, while NATO is financing infrastructure upgrades at key Bulgarian air bases to improve interoperability and allied readiness.

Together, these initiatives indicate that Sofia is seeking to combine military modernization with the development of a domestic defense technology ecosystem capable of supporting both national requirements and European industrial cooperation.
