Ukraine, Bulgaria Explore Drone Deal Framework to Expand Defense Cooperation

Ukraine and Bulgaria are considering a new framework for defense-industrial cooperation centered on unmanned systems following discussions between President Volodymyr Zelensky and Bulgarian Prime Minister Rumen Radev.

According to information released by the Ukrainian presidency, the talks focused on expanding bilateral cooperation, regional energy security, and preparations for consultations aimed at developing joint projects between the two countries. 

A key topic was Kyiv's proposal to begin work on a dedicated Drone Deal agreement with Bulgaria. While details of the proposed arrangement have not been disclosed, the initiative would form part of Ukraine's broader effort to expand international partnerships in the unmanned systems sector and strengthen defense-industrial cooperation with partner nations. 

Officials tasked both sides' teams with advancing discussions and preparing a package of bilateral documents covering the issues raised during the meeting. The parties also indicated their intention to continue practical cooperation in both the energy and defense sectors. 

For Bulgaria, a potential Drone Deal could provide additional opportunities for cooperation with Ukraine's rapidly expanding drone industry while strengthening bilateral defense ties within the broader European and NATO security framework. For Ukraine, the initiative supports efforts to deepen industrial partnerships and increase collaboration on defense technologies with allied countries. 

The proposal follows previous statements by Zelensky indicating that multiple countries have joined the Drone Deal concept, which aims to facilitate cooperation on unmanned systems technologies and related defense capabilities.
