Albania Joins Founding Members of New Defense Financing Bank at NATO Summit
Albania is set to become one of the founding members of the new Defence, Security and Resilience Bank (DSRB), a multinational financial institution designed to support defense investment and industrial capacity.
Albania has joined nine allied countries in establishing the Defence, Security and Resilience Bank (DSRB), a new multinational financial institution intended to expand access to financing for defense projects and strengthen the defense industrial base of participating nations. The agreement is being signed during the NATO Summit in Ankara.
Prime Minister Edi Rama is leading the Albanian delegation at the summit, accompanied by senior government officials, including representatives from the ministries of foreign affairs and defense, the State Intelligence Service, and state-owned defense manufacturer KAYO. According to Albanian public broadcaster RTSH, Tirana's participation as a founding member reflects the country's growing focus on defense investment and industrial development.
The DSRB is backed by Canada, Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Türkiye, and Ukraine. The institution aims to mobilize up to £100 billion (approximately $134 billion) through low-cost financing and loan guarantees for defense-related projects across member states. It is expected to support production capacity, infrastructure, and industrial expansion while reducing financing costs for governments and defense companies.
Canadian officials said the bank will remain open to additional members and is expected to become operational in 2027 following national ratification processes. The initiative was developed in response to increasing demand for defense production and investment among NATO allies, particularly following Russia's full-scale invasion of Ukraine.
Beyond the DSRB agreement, NATO leaders in Ankara are discussing higher defense spending, long-term support for Ukraine, industrial capacity, emerging military technologies, and measures to strengthen the Alliance's collective deterrence. Albania has also continued its efforts to position itself as a stronger contributor within NATO while pursuing expanded defense modernization programs.
