Albania's government has proposed increasing the Ministry of Defense budget to ALL 76.7 billion in 2027, with planned defense expenditure reaching 2.35% of gross domestic product as Tirana continues modernizing its armed forces and implementing NATO commitments.

Finance Minister Petrit Malaj presented the draft budget during parliamentary committee discussions on November 2, outlining additional funding for defense alongside broader public investment and government spending priorities.

The proposed defense allocation represents an increase of ALL 7 billion compared with the previous funding level, according to the Ministry of Finance.

The government said the additional resources would support modernization of the Albanian Armed Forces and strengthen national defense capabilities within NATO.

Defense Spending to Rise Under 2027 Budget Proposal

The 2027 draft budget provides for total public expenditure of ALL 976 billion, approximately €10.7 billion using the exchange rate cited in the government's budget presentation.

Defense represents one of the sectors receiving increased funding, alongside healthcare, education, infrastructure and public security.

According to the Ministry of Finance, the proposed defense expenditure would reach 2.35% of GDP, placing Albania above NATO's longstanding 2% defense spending benchmark.

The budget remains a proposal subject to the parliamentary approval process. Individual defense procurement contracts and equipment deliveries are not authorized merely by the presentation of the overall spending allocation.

The ministry has not provided a complete breakdown of the proposed defense funding by weapons systems, industrial investments or individual acquisition programs in the announcement reviewed for this report.

Albania Continues Defense Industrial Modernization

The proposed increase comes as Albania seeks to develop greater domestic defense manufacturing capabilities through state-backed projects and cooperation with international partners.

Recent initiatives have included military vehicle assembly, industrial investments and partnerships covering weapons, drones and naval technologies.

In October, AdriaDefense reported on an Albanian-Israeli defense venture relocating its headquarters to a former copper processing plant in Rubik, reflecting the country's efforts to develop manufacturing activities in existing industrial facilities.

Albania has also been working to expand the role of state-owned defense company KAYO and attract international technology partners.

However, no direct connection has been established between the additional 2027 defense allocation and financing for any particular industrial project.

The significance of the proposed increase will depend on the final budget, the division of funding between personnel, operations and investment, and subsequent procurement decisions.

For domestic and international defense suppliers, the budget process provides an indication of Albania's planned spending direction, while specific commercial opportunities will depend on future tender announcements and approved acquisition programs.
