Vienna / Banja Luka, October 2026. Austrian Private Intelligence Service FOREUS is expanding into Southeast Europe: the company has founded its own subsidiary, Foreus Southeast Intelligence d.o.o., headquartered in Banja Luka. From Republika Srpska, FOREUS aims to open up the entire Balkans – with intelligence capabilities that until now were available only to states.
“For us, the Balkans are not a peripheral market but a market of the future. With Foreus Southeast Intelligence d.o.o., we are not guests in the region – we are part of it. From Banja Luka, we are building the intelligence structure for the entire Balkans,” says Stefan Embacher, Co-Founder & CEO of FOREUS.
Why Banja Luka
The decision for Banja Luka was a deliberate one. For several years, FOREUS has worked closely and successfully with the permanent economic representation of Republika Srpska in Austria – a partnership that paved the way for this step into the region. At the same time, FOREUS’ target group is strongly represented in the Balkans: law firms, banks and financial institutions facing the same growing due diligence obligations and cross-border risks as their partners in Western Europe.
There is also a connection that goes far beyond business. Austria and the Balkans share a long common history – Republika Srpska in particular. Under Austro-Hungarian administration, Banja Luka gained its railway, schools, factories and infrastructure that turned it into a modern city. To this day, the human and economic ties remain close.
What the region needs
The Balkans sit at the intersection between the European Union and its neighbouring markets. Goods, capital and corporate holdings move across many borders and legal systems here. This is exactly where FOREUS comes in:
- Sanctions: screening business partners, ownership structures and supply chains for direct and concealed sanctions exposure – including where nominees and intermediary companies are meant to hide it.
- Cross-border corporate transactions: due diligence for acquisitions, investments and joint ventures – who is really behind the counterparty?
- Missing shipments and embezzled funds: when goods worth millions disappear, or when millions have been embezzled and transferred across borders, FOREUS follows the trail worldwide – with asset tracing and asset recovery.
- Anti-money laundering investigations: in the blockchain space as well as across the entire fiat sector.
- Industrial espionage: exposing the networks behind attacks on know-how, data and trade secrets, and protecting companies.
- Security authorities: faster and simpler criminal investigations by combining data from the clearnet, deep web and darknet into a complete intelligence picture.
Democratising information gathering
FOREUS democratises what was previously reserved for states: information gathering, security and crisis management. Its unique selling point lies in combining two worlds – a proprietary, AI-powered intelligence platform and operational consulting delivered by agile teams of specialists employed in-house by FOREUS.
The platform links company registers, sanctions lists, beneficial owners, court records, media, financial and blockchain data, geodata and digital traces into a complete intelligence picture of individuals, companies, supply chains and networks. For FOREUS, intelligence – intelligent information gathering – is the highest level of insight.
“Democratizing does not mean: everything for everyone. It means: those who bear responsibility finally get the tools for it. Our platform is more diverse than any other of its kind – and that is exactly what we are now bringing to the Balkans,” says Embacher.
Platform and specialists
- PANOPTIC (HIDX X1) – Intelligence Data Explorer: company data, sanctions lists, beneficial owners, media, litigation and assets in a single query.
- CHRONUS (HIDX) – AI-powered intelligence workspace: graph intelligence and analysis across millions of data points, condensed into networks.
- ODIN (FOSX) – case management for collaborative intelligence workflows and secure communication.
- VALKYRIE (GOVX) – sovereign intelligence infrastructure for authorities and critical institutions: sovereign nodes, zero-knowledge architecture, always-on monitoring.
- NEMESIS (COMX) – operational consulting: in-house agile teams of specialists for investigations, asset tracing, litigation support and crisis management.
“We are building the first independent and most influential private intelligence service in the world. Banja Luka is an important step on that path,” says Stefan Embacher.
