India and Romania Seek Closer Defense Industry Cooperation

India and Romania have agreed to deepen defense cooperation as part of a broader effort to expand bilateral economic and strategic relations.

The agreement followed talks in Bucharest between Indian President Droupadi Murmu and Romanian President Nicușor Dan on July 23. The two leaders identified defense as one of the sectors in which cooperation could be strengthened through regular exchanges, training, capacity building, and closer contacts between companies.

No specific procurement programs, joint ventures, or industrial projects were announced following the meeting. The discussions nevertheless indicate an intention to develop the defense relationship beyond government-level contacts and create additional opportunities for manufacturers from both countries.

India and Romania signed a bilateral defense cooperation agreement in New Delhi in March 2023. The framework was intended to support military exchanges, training, defense education, technical cooperation, and engagement between their respective defense industries.

For Romania, closer ties with India could support efforts to diversify industrial partnerships as Bucharest increases defense expenditure and works to restore domestic production capacity. Romania has pursued foreign partnerships involving local manufacturing, maintenance, technology transfer, and supply-chain integration.

India is also expanding defense-industrial engagement with European partners as it seeks export opportunities and cooperation in manufacturing, research, and technology development. The country’s defense sector includes state-owned groups and a growing number of private manufacturers active in land systems, aerospace, naval equipment, electronics, ammunition, and unmanned systems.

The defense discussions formed part of a wider bilateral agenda. India and Romania agreed to work toward doubling bilateral trade over the next three years while promoting investment, resilient supply chains, and closer business links.

India also decided to double the number of training places available to Romanian participants through its Indian Technical and Economic Cooperation program. The initiative covers civilian capacity building and professional education rather than military procurement.

Romania’s position on NATO’s eastern flank and India’s expanding defense manufacturing base provide a basis for further cooperation. However, the practical scope of the relationship will depend on whether the political commitments result in defined industrial projects, procurement discussions, or formal military cooperation programs.
