Finland-based Kelluu has raised €15 million in Series A funding to advance its high-altitude surveillance platform. The company aims to strengthen Europe’s sovereign ISR capabilities and support NATO-aligned operations.
Kelluu, a Finnish developer of high-altitude aerial intelligence systems, has completed a €15 million Series A funding round to accelerate the deployment of its persistent surveillance platform. The company focuses on stratospheric balloon-based systems designed to provide long-duration intelligence, surveillance, and reconnaissance coverage.
According to the company, the funding will support the scaling of manufacturing capacity and the expansion of operational deployments across Europe. Kelluu’s system is designed to operate at high altitudes for extended periods, enabling continuous monitoring over large geographic areas without reliance on satellite infrastructure.
The platform combines lighter-than-air vehicles with onboard sensors and communication systems. This architecture is intended to deliver near-real-time situational awareness while reducing operational costs compared to traditional airborne or space-based ISR assets. The company stated that its solution can support both military and dual-use missions, including border monitoring and critical infrastructure protection.
Kelluu indicated that the system is being developed with interoperability in mind, aligning with NATO standards and integration requirements. The company aims to position its technology as part of a broader European effort to enhance sovereign ISR capabilities and reduce dependency on non-European systems.
The investment round reflects growing interest in alternative surveillance architectures within the European defense sector. Persistent aerial platforms are increasingly viewed as a complement to satellites and unmanned aerial systems, particularly in contested or degraded environments where resilience and redundancy are critical.
Kelluu plans to expand its workforce and deepen collaboration with defense stakeholders and industrial partners across NATO member states. The company also signaled intentions to accelerate testing and validation activities to support future procurement pathways.
