Montenegro to Acquire Airbus H145M Helicopters in Germany’s First Government-to-Government Defense Export Deal

Montenegro is set to acquire Airbus H145M military helicopters from Germany in what is being described as Germany’s first government-to-government (G2G) defense export agreement. The deal marks a significant milestone for Berlin as it seeks to expand its role in international defense exports through direct state-to-state cooperation models. 

The agreement will see Germany facilitate the sale of Airbus-built H145M helicopters to Montenegro, strengthening the Balkan country's rotary-wing capabilities while deepening defense ties between the two NATO allies. The H145M has become one of Europe’s most popular light military helicopter platforms, capable of performing reconnaissance, transport, special operations, medical evacuation, and light attack missions. Germany itself has significantly expanded its H145M fleet in recent years, underscoring confidence in the aircraft’s operational versatility. 

For Montenegro, the acquisition represents another step in the modernization of its armed forces and aligns with broader efforts to improve interoperability with NATO partners. The country has previously pursued helicopter procurement programs through international government-backed agreements, including cooperation with Canada for military helicopter acquisitions and support services. 

The transaction also reflects a wider European trend toward government-to-government procurement frameworks, which are increasingly being used to accelerate acquisitions, simplify support arrangements, and strengthen long-term defense-industrial partnerships. Similar G2G helicopter agreements have previously been used across Europe, including Austria’s acquisition of Leonardo AW169 helicopters through an agreement with Italy. 

As Germany increases defense spending and seeks to strengthen its defense-industrial footprint, the Montenegro H145M sale could serve as a template for future German defense exports, particularly in regions looking for rapid modernization and NATO-compatible equipment.
