Republika Srpska's Orao Eyes Russian Investment as Drone Production Plans Emerge
Republika Srpska's Orao aerospace company is exploring Russian investment as officials outline plans to expand the Bijeljina-based manufacturer into drone production.
Bosnia and Herzegovina's aerospace and defense company Orao is being positioned for potential Russian investment and future drone production, according to separate statements made by senior officials on October 31, 2026.
Staša Košarac, Deputy Chairman of Bosnia and Herzegovina's Council of Ministers, said discussions involving Russian investors were being prepared as the Bijeljina-based company marked its 82nd anniversary. The announcement coincided with comments from Republika Srpska Interior Minister Željko Budimir, who identified unmanned aircraft production as a future direction for the company.
The statements point to two possible areas of expansion for Orao, although neither a Russian investment agreement nor a drone manufacturing contract has been publicly confirmed.
Russian Investment Discussions Follow Earlier Contacts
Košarac said further discussions with Russian investors were expected in the coming days, linking the initiative to previous political contacts between Republika Srpska officials and Moscow.
The latest announcement follows discussions reported in September, when Republika Srpska Prime Minister Savo Minić said preliminary understandings had been reached concerning potential cooperation involving Orao. Russian interest in the company's aerospace capabilities was also mentioned following high-level meetings in Moscow that month.
However, the available statements do not identify potential investors, the proposed ownership structure, investment value or specific industrial activities that would be covered by an agreement.
Whether any such investment materializes will depend on commercial negotiations and applicable regulatory approvals.
Republika Srpska Government Signals Support for Drone Production
In a separate statement, Interior Minister Željko Budimir said Orao should develop into a regional leader in drone production.
Budimir indicated that the Republika Srpska government intended to invest in the development of this capability and expected Orao to participate in the initiative. He also said the authorities had supported the company during 2026 as it prepared for new business contracts.
The remarks suggest a possible diversification beyond Orao's traditional aerospace maintenance and repair activities.
Orao has longstanding experience in aircraft engine overhaul, technical maintenance and aviation-related industrial services. As AdriaDefense previously reported, the company has also been pursuing international maintenance opportunities and expansion into additional civil aviation markets.
Entering drone production would require further development of manufacturing, integration and testing capabilities, potentially creating opportunities for technology suppliers and engineering partners.
Investment and Production Details Remain Unconfirmed
The two announcements come amid wider efforts to expand unmanned aircraft capabilities in Bosnia and Herzegovina.
The country's Armed Forces recently received French-supported COMET drone training systems under a separate NATO-backed program. That military training initiative is unrelated to the investment discussions involving Orao.
For the Bijeljina company, the next important developments will be the identification of prospective Russian investors and the publication of a concrete drone production plan.
No confirmed investment amount, production timetable, drone model or international technology partner has been announced. It also remains unclear whether the proposed investment and future drone manufacturing program would be commercially connected.
