Albania Delivers First NATO-Standard Military Vehicles Built at Home

Albania has officially inducted its first domestically produced fleet of military vehicles into the Albanian Armed Forces, marking a milestone in the country's effort to rebuild a national defense industrial base. The first batch consists of 40 NATO-standard tactical vehicles manufactured by TIMAK Defence through a partnership with state-owned KAYO, the company established to coordinate Albania's new defense industry strategy. 

The handover ceremony took place on July 31 with Prime Minister Edi Rama describing the delivery as the first tangible result of Albania's strategy to transition from importing defense equipment toward domestic production. Officials said the vehicles were assembled in Albania using components supplied through partnerships with international automotive manufacturers while final production was completed locally. 

Albania expands domestic defense manufacturing

The delivery represents the latest phase of a broader industrial program launched in 2025 to revive former state industrial facilities for military production. The government has positioned KAYO as the central state-owned partner for future defense manufacturing projects involving international companies operating in Albania. 

According to the government, TIMAK Defence began as an Albanian startup before entering into partnership with KAYO. The company already manufactures ambulances and emergency vehicles and has expanded into military production as part of Albania's industrial modernization effort. Officials indicated the same production lines are expected to support future manufacturing of fire trucks and additional government vehicle fleets. 

Vehicle fleet supports Armed Forces modernization

Government officials said the initial fleet is intended to improve mobility across the Albanian Armed Forces while reducing long-term dependence on foreign procurement and overseas maintenance.

Prime Minister Rama stated that Albania aims to equip its armed forces with a complete fleet of domestically supported military vehicles by 2028. Maintenance activities are also planned to remain inside the country, allowing both operational support and economic benefits to stay within Albania's defense sector. 

The announcement aligns with the Ministry of Defence's Strategic Defense Review, which identifies locally manufactured military vehicles, drones, ammunition, artillery systems and air defense capabilities among the priorities for achieving NATO capability targets. 

TIMAK builds on earlier SHOTA program

TIMAK Defence first attracted international attention during Eurosatory 2024, where it unveiled SHOTA, presented as Albania's first domestically developed armored vehicle prototype. Since then, the company has expanded its manufacturing portfolio while working with international suppliers to increase local production capacity. 

The latest delivery illustrates Albania's attempt to combine domestic industrial development with NATO interoperability. Rather than replacing foreign procurement, the initiative appears designed to complement existing acquisitions such as the planned introduction of Iveco Defence Vehicles LMV2 armored vehicles funded through the European Peace Facility. 

As Albania continues increasing defense spending and expanding its industrial partnerships, the government is positioning domestic production as both a military capability and an economic development policy. Whether production scales beyond national requirements into sustained export programs will likely determine the long-term success of the initiative.
