Croatia Receives EUR 255 Million SAFE Pre Financing for Defense Procurement
Croatia has received EUR 255 million in pre financing under the European Union's SAFE instrument after approval of its defense investment plan. The funding is the first tranche of a loan facility worth up to EUR 1.7 billion intended to support joint procurement of priority military capabilities.
Croatia has received EUR 255 million in pre financing through the European Union's Security Action for Europe (SAFE) instrument following approval of its national defense investment plan.
The payment represents the initial disbursement under a loan package of up to EUR 1.7 billion that the European Commission will make available to Croatia for defense investments carried out through joint procurement. The Council of the European Union approved the financial assistance after determining that Croatia's application met the eligibility requirements under the SAFE regulation.
The SAFE instrument is designed to provide long term financing for EU member states investing in priority defense capabilities while strengthening the European defense industrial base through collaborative procurement.
According to Croatia's defense investment plan, the funding will primarily support the acquisition of Leopard 2A8 main battle tanks, Caesar 155 mm self propelled howitzers, Tatra military logistics trucks, and additional ammunition procurement projects. Croatian authorities previously estimated the combined value of these programs at approximately EUR 1.7 billion.
The Council's implementing decision authorizes a maximum loan of EUR 1.7 billion for Croatia, with the EUR 255 million payment serving as pre financing ahead of future disbursements tied to the implementation of eligible projects.
SAFE is one of the European Union's flagship initiatives to accelerate defense investment following growing security challenges across Europe. The mechanism enables member states to access long term loans for joint procurement while supporting increased production capacity within the European defense industry. Croatia is among the first group of EU member states approved to receive financing under the program.
