Europe’s private security market is moving beyond conventional guarding as governments, companies and critical infrastructure operators face a more complex mix of physical, hybrid and security risks. Executive protection, critical infrastructure security, specialist training and technology-supported threat detection are becoming more important across an industry that employs around 2 million security officers and generates more than €40 billion in annual turnover.

The shift reflects changes in Europe’s security environment as much as changes inside the industry itself. Sabotage concerns, threats against infrastructure, growing risks to senior executives and the spread of surveillance and detection technologies are pushing security providers toward more specialized services.

Executive protection is expanding beyond bodyguard services

Corporate executive protection is undergoing a parallel shift.

A 2025 international survey of more than 2,300 security chiefs across 31 countries found that 42% had observed a significant increase in threats to executives during the previous two years. Companies operating in politically sensitive or strategically important industries face particular concerns.

Research published by ASIS International also found increased organizational attention on executive protection. Security professionals reported that companies were placing greater emphasis on protecting senior personnel than they had two years earlier.

The change is expanding the definition of executive protection.

Close physical protection remains part of the requirement, but higher-risk assignments can also involve advance planning, travel risk management, secure transportation, residential protection, threat monitoring and coordination with corporate security departments.

The commercial opportunity therefore extends beyond assigning personnel to an individual. Companies increasingly require protection programs capable of adapting to travel, public appearances, major events and changes in the local threat environment.

Critical infrastructure is creating new security requirements

Critical infrastructure represents another major area of potential demand.

The European Union’s Critical Entities Resilience framework requires member states and designated critical entities to strengthen their ability to prevent, resist, respond to and recover from disruptive incidents.

Europe’s changing security environment has added urgency to that requirement. Energy facilities, transportation networks and communications infrastructure can face physical threats alongside cyber risks and other forms of hostile activity.

The relationship with defense is also becoming more direct.

As European providers compete across national borders, that distinction is becoming commercially significant. A company with strong capabilities but limited visibility may compete against providers that communicate their specialization more clearly to international customers.

Central and Eastern Europe faces several of these changes simultaneously.

The region contains important energy infrastructure, transport corridors, logistics nodes and industrial facilities. NATO reinforcement and military mobility also depend heavily on civilian infrastructure across the alliance’s eastern territories.

Russia’s full-scale invasion of Ukraine has increased attention on sabotage, infrastructure resilience and hybrid threats across the region.

At the same time, Central European capitals host international organizations, diplomatic missions, multinational companies and executives whose activities can create demand for specialized protection and security services.

This gives the region a distinctive private-security environment.

Providers increasingly need to combine local operational knowledge with capabilities relevant to international customers. Technology, specialist personnel, training standards and the ability to operate across different regulatory and cultural environments can all influence competitiveness.
