Poland's Ministry of National Defense says the Polish Armed Forces can provide air and missile defense for designated targets, including major urban areas, after public debate raised questions about the protection of Polish cities. The ministry said on August 19 that Poland relies on an integrated and mobile air defense architecture rather than permanently positioning missile batteries around every large city.

The debate comes as Warsaw expands one of Europe's largest layered air defense programs while facing recurring Russian missile and drone activity near and inside Polish airspace. Poland's approach combines Patriot-based Wisła medium-range defenses with the Narew, Pilica+ and San programs, alongside fighter aircraft, sensors and allied NATO assets.

Poland says air defense units are allocated according to threats

The Ministry of National Defense said Poland can assign air defense coverage to major administrative and economic centers, critical infrastructure and Polish Armed Forces formations. Deployment depends on the current threat assessment and national defense priorities rather than a requirement to maintain permanent missile batteries around individual cities.

According to the ministry, the Wisła program and its Patriot systems form part of a broader multilayered architecture integrated into national and NATO air defense networks. Polish forces can increase readiness and move appropriate air and missile defense assets when the threat level requires protection of particular sites or areas.

The ministry did not disclose current battery locations, readiness levels or operational deployment plans, describing such information as operational.

The distinction is important because ground-based air defense cannot provide identical permanent coverage across an entire country. Polish military analyst Jarosław Wolski similarly argued after a Russian missile entered Polish territory in July that no air defense architecture can create a completely sealed barrier protecting every location. He also pointed to radar coverage and the difficulty of detecting low-observable, low-flying cruise missiles as operational constraints.

Wisła, Narew, Pilica+ and San form Poland's layered network

Poland is building its air defense around multiple engagement layers rather than a single interceptor system.

The Wisła program provides the medium-range component centered on the Patriot system. Poland bought two Patriot Configuration 3+ batteries under a roughly $4.75 billion agreement signed in 2018, with those batteries reaching full operational readiness in December 2025. Warsaw is acquiring another six batteries under the second phase of Wisła.

Narew adds a short-range layer using the Common Anti-air Modular Missile family and iLauncher architecture, while Pilica+ addresses very-short-range threats and supplements the protection of priority sites. The Polish government has described Wisła, Narew and Pilica as complementary elements of a comprehensive national air defense architecture.

Warsaw added another layer in January 2026 when the Ministry of National Defense selected a consortium involving Kongsberg Defence & Aerospace and Polska Grupa Zbrojeniowa for the San counter-unmanned aerial system. The approximately PLN 15 billion program covers 18 counter-drone batteries, 52 firing platoons, 18 command platoons and 703 vehicles, with initial components scheduled for delivery in 2026.

Defense Minister Władysław Kosiniak-Kamysz said at the San contract signing that Poland intends to spend approximately PLN 250 billion on strengthening air defense capabilities.

Russian missiles and drones are testing Poland's airspace

The debate over city protection follows repeated incidents involving Russian weapons near Poland's borders.

On September 9-10, 2025, Polish authorities recorded 19 violations of the country's airspace during a Russian attack on Ukraine. Polish and allied aircraft participated in the response, and threatening objects were engaged under the authority of Poland's operational commander.

A further incident in July 2026 highlighted the continuing challenge. A Russian cruise missile entered Polish airspace and came down near Tarnawa-Kolonia in Lublin Voivodeship, leaving a crater approximately 10 meters in diameter. The event prompted renewed scrutiny of detection, interception and civilian warning procedures.

Polish officials have also warned about possible drone provocations. Kosiniak-Kamysz said in July that Russia could potentially use captured Ukrainian unmanned aircraft in operations against NATO's eastern flank, including Poland, the Baltic states, Finland and Romania.

The Polish government has therefore framed air defense as a combination of ground-based interceptors, fighter aircraft, sensors, command networks, counter-drone systems and NATO support rather than a collection of static missile batteries around cities.

Poland's procurement is shifting toward cheaper drone interception

The San program also reflects a wider operational issue exposed by the war in Ukraine: Patriot and other high-end surface-to-air missiles cannot economically serve as the primary response to every low-cost unmanned aircraft.

San is intended to expand Poland's ability to counter drones at a lower defensive layer, leaving Patriot and other missile systems available for higher-value threats. Its planned 18 batteries will sit alongside Wisła, Narew and Pilica+, increasing the number of engagement options available to Polish commanders.

The challenge for Warsaw is therefore less about placing a missile battery beside every Polish city and more about fielding enough sensors, launchers, interceptors and counter-drone systems to protect priority targets while retaining forces for military operations.

That requirement has become more pressing as Russian activity tests NATO's eastern airspace. In July, Polish officials warned that Russia could use drone incursions, GPS interference, sabotage and other hybrid measures against countries on the alliance's eastern flank.
