Romania and Moldova signed an agreement on November 2 to jointly procure military equipment, with Moldova placing an order for 62 Iveco military trucks under an existing Romanian defense procurement framework.

The documents were signed at Victoria Palace in Bucharest in the presence of Romanian Prime Minister Luca Niculescu, Romanian Defense Minister Ștefan-Radu Oprea and Moldovan Defense Minister Anatolie Nosatîi.

Under the agreement, Moldova's Ministry of Defence joins a framework contract established in December 2019 between Romania's Ministry of National Defence and Italian manufacturer IDV Defence Vehicles, formerly known as Iveco Defence Vehicles.

Moldova's defense procurement agency also signed a separate contract with IDV for 62 military trucks in three configurations. The vehicles will be financed from Moldova's national defense budget, although the joint procurement arrangement forms part of Romania's broader defense modernization activities associated with the European Union's Security Action for Europe (SAFE) instrument.

Romanian Production and Industrial Cooperation

The original Romanian framework agreement covers 2,909 multifunctional military transport platforms in various configurations. According to Romania's Ministry of National Defence, 2,039 vehicles had been delivered to the Romanian Armed Forces as of October 30, 2026.

The program also has an industrial component in Romania. Iveco operates a military vehicle manufacturing facility in Petrești, Dâmbovița County, supporting domestic production, integration and final testing.

The latest agreement extends the procurement framework to Moldova, creating a common purchasing structure that could help both countries align equipment standards, maintenance requirements and military logistics.

The procurement documents were signed by Major General Ion-Cornel Pleșa, head of Romania's General Directorate for Armaments, and Colonel Stanislav Pojar, director of Moldova's defense resource and property management agency. Representatives of IDV also signed the corresponding commercial agreement.

Moldovan Defense Minister Anatolie Nosatîi said the acquisition would strengthen the National Army's logistical and operational capabilities while improving interoperability with Romanian forces.

Moldova Expands Defense Modernization

The acquisition represents another step in Moldova's efforts to modernize military equipment and develop closer defense cooperation with neighboring countries.

The country has been seeking additional military capabilities, including air defense and counter-drone technologies, amid continued security concerns linked to Russia's war against Ukraine.

As AdriaDefense recently reported, Moldova has also expanded cooperation with Ukraine under a five-year defense agreement that could support future access to interceptor drone technologies.

Romania, meanwhile, is implementing a broader defense modernization program that includes significant investment in domestic manufacturing and international industrial partnerships. The government has also initiated a review of major procurement contracts under its SAFE investment plan.

The value of Moldova's 62-truck contract and the delivery schedule were not disclosed in the official announcements.

For IDV, the agreement adds another customer to its Romanian military vehicle program, further connecting the country's defense manufacturing capacity with regional equipment requirements.
